RÉUNION DES MINISTRES AXÉE SUR L'ACCROISSEMENT DU LEADERSHIP CHEZ LES FEMMES

le 20 juin 2013 - MORELL, Île-du-Prince-Édouard (GNB) – Les ministres des gouvernements fédéral, provinciaux et territoriaux responsables de la condition féminine ont rendu public, aujourd'hui, un document visant à présenter une solide analyse de rentabilisation à l'appui de l'étude de questions émergentes et de pratiques optimales concernant la promotion des femmes au sein de conseils de direction et l'accroissement du leadership chez les femmes.

Les ministres ont tenu leur 31 e réunion annuelle à Morell, à l'Île-du-Prince-Édouard, du 17 au 19 juin.

« Je félicite mes collègues d'avoir entrepris cette initiative et je suis fière que le Nouveau-Brunswick participe à ce projet positif et important », a déclaré la ministre de la Justice et procureure générale, Marie-Claude Blais, qui est également ministre responsable de l'Égalité des femmes. « Le gouvernement provincial s'engage à favoriser l'égalité des femmes et reconnaît les avantages d'avoir des femmes qui occupent des postes décisionnels, y compris les femmes qui sont membres de notre Cabinet, la vérificatrice générale et la commissaire aux langues officielles, qui a récemment été nommée en poste. En tant que société, nous devons saisir chaque occasion de donner des rôles de leadership aux femmes et ce, pour le bien de tous. »

Mme Blais était représentée à la réunion par la députée de Fredericton-Fort Nashwaak, Pam Lynch.

Pendant la réunion, les ministres du Canada atlantique responsables de la condition féminine ont eu l'occasion de présenter leur initiative Les filles et la cybersécurité , qui fournit aux jeunes filles, ainsi qu'à leurs parents et à leurs enseignants, des renseignements sur la façon dont les jeunes filles sont victimes de violence et de mauvais traitements sur Internet, de même que sur les mesures à prendre pour prévenir ce genre d'incidents.

« Les femmes et les filles continuent à se heurter au problème de l'inégalité sous la forme de violence et de discrimination, a affirmé Mme Blais. Nous devons fournir les bons outils, mettre en valeur des modèles de rôle et habiliter les femmes à vivre la vie qu'elles choisissent. Nous devons nous mobiliser pour lutter contre le problème important de la violence faite aux femmes et maintenir nos efforts visant à bâtir un Nouveau-Brunswick plus sûr et plus fort. »

Parmi les autres points qui ont figuré à l'ordre du jour de la réunion annuelle, il y avait, entre autres, l'élimination de la violence faite aux femmes et aux filles, particulièrement celle contre les femmes et les filles autochtones.

LE GOUVERNEMENT A AFFECTÉ 6,4 MILLIONS DE DOLLARS À L'ÉQUITÉ SALARIALE

L'équité salariale cherche à redresser l'inégalité des salaires pour que les emplois traditionnels des femmes qui sont de valeur comparable aux emplois traditionnels des hommes dans une même entreprise entraînent la même rémunération. L'équité salariale s'intéresse à un des trois facteurs qui contribuent à l'écart salarial, c'est-à-dire à la sous-évaluation des emplois traditionnels des femmes. Pour atteindre l'équité salariale, les employeurs doivent déterminer la valeur de tous les emplois puis assigner des salaires égaux aux emplois de valeur équivalente.

Ce sous-évaluation référence aux salaires inférieurs qui sont versés aux femmes, peu importe si les hommes effectuent les mêmes tâches ou non. Ces pratiques de rémunération proviennent d'un temps où la contribution de l'homme était plus appréciée dans le milieu de travail. Cette habitude est tellement ancrée dans notre société que les employeurs peuvent parfois faire preuve de discrimination sans le savoir en rémunérant leurs employés .

Les données démographiques du Nouveau-Brunswick annoncent non seulement une diminution de la population active mais aussi une demande accrue de travailleurs qualifiés. En nous attaquant à l'écart salarial, nous réagissons aussi aux pénuries de compétences et de main-d'œuvre du Nouveau-Brunswick.

Dans le budget 2012-2013, le gouvernement a affecté 6,4 millions de dollars à l'équité salariale pour un certain nombre de catégories à prédominance féminine dans des groupes du secteur public ainsi qu'à des groupes du secteur privé comme le personnel garde d'enfants, le personnel des services de soutien à domicile et les employées du secteur des maisons de transition.

Les derniers bulletins d'information pour le personnel de garde d'enfants , le pe rsonnel des services de soutien à domicile, les employées des maisons de transition et les employé(e)s des résidences communautaires sont maintenant disponibles . Le processus d'évaluation des emplois et l'analyse d'équité salariale pour le personnel de garde d'enfants, le pe rsonnel des services de soutien à domicile et les employées des maisons de transition sont maintenant terminés . Une analyse d'équité salariale va être réalisée et les résultats seront publiés une fois terminée.

LES MINISTRES RESPONSABLES DE LA CONDITION FÉMININE AFFIRMENT LEUR DÉTERMINANT À METTRE UN TERME À LA VIOLENCE ET ENCOURAGENT LE LEADERSHIP DES FEMMES

Les ministres des gouvernements fédéral, provinciaux et territoriaux (FPT) responsables de la Condition féminine se sont réunis les 18 et 19 juin 2013 à Morell, à l'Île-du-Prince-Édouard, afin de discuter de dossiers prioritaires comme la promotion du leadership des femmes et la lutte contre la violence faite aux femmes et aux filles.

C'est avec plaisir que les ministres FPT ont rendu publique leur brochure intitulée Arguments économiques pour la présence de femmes aux conseils d'administration , qui a été produite en collaboration avec le Conference Board of Canada. La brochure contient des avis et des conseils à l'intention des entreprises qui veulent accroître la représentation des femmes dans leur conseil d'administration.

Le taux de représentation actuel des femmes dans les CA est de 14,5 % au Canada, en dépit d'une preuve accablante démontrant que les conseils qui comptent un plus grand nombre de femmes exercent leurs fonctions plus efficacement.

Les ministres ont affirmé leur engagement à mettre fin à la violence faite aux femmes et aux filles, y compris la cyberintimidation et la violence sexuelle, et ont mis en évidence la nécessité de faire preuve de leadership et de prendre les mesures qui s'imposent, à différents niveaux, afin de régler ce probleme grave, surtout à la lumire grave;re des événements tragiques survenus récemment. Les ministres ont remercié leurs homologues fédéraux, provinciaux et territoriaux pour les efforts notables qu'ils ont déployés pour contrer la violence à l'endroit des femmes autochtones. Les ministres ont également souligné la nécessité de renforcer le soutien aux victimes de violence, particulièrement pour ne pas dissuader celles-ci de dénoncer la violence à leur endroit et pour fournir la protection et le soutien aux victimes qui décident d'engager une poursuite criminelle.

Le 25 février 2013, Statistique Canada a diffusé une mise à jour du rapport produit par les ministres FPT intitulé Mesure de la violence faite aux femmes : tendances statistiques . Ce document renferme des données nationales et provinciales/territoriales sur les principaux indicateurs de la violence contre les femmes, et présente les résultats d'une étude récente faisant état des coûts liés à la violence conjugale. Pour donner suite au rapport, les ministres ont fait paraître une série de fiches d'information accessibles sur Internet afin de s'assurer que tous les Canadiens disposent de renseignements clés sur la violence faite aux femmes et aux filles.

Depuis 1981, les ministres responsables de la Condition féminine ont tenu des rencontres annuelles dans le but de trouver des moyens de réaliser l'égalité entre les sexes et d'échanger de l'information sur les questions qui touchent les femmes au Canada, particulièrement dans les domaines de la sécurité économique, de la violence et des droits de la personne.

INCREASING WOMEN'S LEADERSHIP FOCUS OF MINISTER'S MEETING

June 20, 2013 - MORELL, PEI (GNB) – Federal, provincial and territorial ministers responsible for the Status of Women have released a document in an effort to create a strong business case for addressing emerging issues and best practices for promoting women on corporate boards and increasing women's leadership.

The ministers held their 31 st annual meeting in Morell, Prince Edward Island, June 17 to 19.

“I congratulate my colleagues for this initiative and I am proud to say that New Brunswick will be part of this important and positive project,” said Justice Minister and Attorney General Marie-Claude Blais, who is also the minister responsible women's equality. “The provincial government is committed to women's equality and benefits by having women in decision-making roles including our female cabinet members, the Auditor General, and our recently appointed Official Languages Commissioner. As a society we need to seize every opportunity to advance women into leadership roles for all of our benefit.”

Blais was represented at the meeting by Fredericton-Fort Nashwaak MLA Pam Lynch.

During the meeting, the Atlantic ministers responsible for the Status of Women also had an opportunity to showcase their Cybersafe Girl initiative which provides young girls, as well as parents and educators, with information on how young girls experience violence and abuse on the internet and what can be done to prevent these incidents from happening.

“Women and girls continue to face inequality in terms of violence and discrimination,” said Blais. “We must provide the right tools, highlight role-models, and empower women to live the life they choose. We need to stand together to address the important issue of violence against women and continue our efforts to build a safer, stronger New Brunswick.”

Other items on the annual meeting agenda included ending violence against women and girls with a particular focus on Aboriginal women and girls.

GOVERNMENT COMMITS 6.4 MILLION DOLLARS TO ADDRESS PAY EQUITY

Pay equity seeks to address pay inequity so that jobs traditionally done by women that are of comparable value to jobs traditionally done by men, with the same employer are paid the same rate. Pay equity addresses one of the three contributors to the wage gap that is the under-valuation of traditional female occupations. To achieve pay equity, employers need to assess all jobs for their value, and then assign equal wages for jobs of equal value.

This under-valuation refers to paying lower wages to women, regardless of whether men perform the same duties. These pay practices are inherited from a period when men's work contribution was more fully valued in the workplace. Because it is deeply rooted in our society, employers sometimes discriminate in what they pay their workers without knowing it.

New Brunswick's demographics point to not only a shrinking labour force, but also a rise in demand for skilled workers. An increase in skilled workers is critical to sustain our economy. Women are a key element of the solution because they represent nearly half the labour force, yet many are not employed to their full potential.

Women who are not employed to their full potential represent more than just a wage gap – they represent a productivity gap. It has been proven that strategies to reduce the wage gap also increase the number of skilled workers, create a stable workforce and improve a company's bottom line.

In the 2012-2013 budget, government committed 6.4 million dollars to address pay equity for a number of female-dominated public sector groups as well as workers in the private sector such as child care workers, home support workers and workers in transition houses.

The job evaluation process and pay equity analysis for Child Care Staff, Home Support Workers and Transition House Workers are now complete. A pay equity analysis for the Community Residence Sector will be conducted and the results will be released once it is completed.

BECHDEL FRUSTRATES MOVIE LOVERS, BUT GUIDES PRODUCERS

The summer blockbuster movie season is upon us and with it comes a barrage of films featuring women and girls in limited, sexualized and trivial roles. Just how abysmal is the representation of women and girls in film and television?

Let me introduction you to a little something we feminists call the Bechdel test.

Bechdel is a concept that originates from a 1985 comic strip by Alison Bechdel, a queer American cartoonist. In this strip, a character mentions that she doesn't watch films that don't meet a basic criteria: they must have at least two female characters who talk to each other about something other than a man (bonus points if these characters actually have names).

The joke of the strip is, of course, that the character doesn't get to watch many movies.

At first blush, this might seem like an absurd feminist litmus test for entertainment. But take a few moments to actually apply the test to a selection of your favourite movies; some of the Harry Potter films don't pass, none of the original Star Wars films do, the Princess Bride doesn't, and neither does When Harry Met Sally or Shrek.

The kicker is that the Bechdel test doesn't even assess whether female characters are well developed, if they get a significant amount of screen time, or if they drive the plot, but only whether there are female characters (even minor characters) who interact (even for a few seconds) in a way that doesn't revolve around men.

That's all.

It's because the Bechdel test is so straightforward, so unsophisticated and sets the bar so low that it's an illuminating tool. When you realize how few movies pass this simple test, it becomes clear the evaluation isn't about criticizing individual movies with a rote scale, but about drawing attention to the consistently poor representation of women and girls in film.

It's interesting (read: troubling) that so many mainstream films have such limited representation of women and girls. Imagine, for a minute, how audiences and critics would discuss a film that only had a single male character, or had two male characters who only spoke to each other about a woman. A film with such limited space for male characters would quickly be pigeonholed as a chick-flick, as a movie with appeal that only extended to female audiences. Yet movies with hardly any representation of women and girls aren't considered special-interest or qualified as being for a primarily male audience; they're considered typical.

My argument isn't, of course, that we need to be equalopportunity in terms of labelling movies as bro-shows and chickflicks, but that we need to question the fact that women and girls are so underrepresented in film while men and boys are so ubiquitous.

We need to ask why films that focus on men and boys are considered to have general appeal, while those that focus on women and girls are thought to only appeal to female audiences. Why are men's stories considered universal, while women and girls' stories are thought to only be relevant to other women and girls?

These questions are worth discussing because representation is important. It's important that we see reflections of ourselves in the media and art we consume, even when that media is summer blockbuster movies.

A few years ago, Pulitzer Prize winning author Junot Diaz spoke to a group of college students about representation. Diaz spoke of the fact that vampires are commonly depicted as not having reflections in mirrors, going on to say that 'What I've always thought isn't that monsters don't have reflections in a mirror. It's that if you want to make a human being into a monster, deny them, at the cultural level, any reflection of themselves.' To see representations of people similar to you in films is affirming - be it people who share your gender, your race, your sexual orientation, your body type, your politics or whatever else. I've experienced the rush that comes with recognizing some part of your identity on screen (specifically, in university when I discovered Showcase's queer-focused, all female-cast drama The L Word). I didn't realize how starved I was for that reflection until I finally had a glimpse of it.

That's why, for my own sanity, I'll be making a point to watch films that pass the Bechdel test this summer - even if it means that I won't have much to chose from.

STATUS OF WOMEN MINISTERS AFFIRM COMMITMENT TO END VIOLENCE, ENCOURAGE WOMEN'S LEADERSHIP

Federal-Provincial-Territorial (FPT) Ministers Responsible for the Status of Women met in Morell, Prince Edward Island June 18-19 2013, to discuss priority issues such as promoting women's leadership and ending violence against women and girls.

FPT Ministers released their booklet, The Business Case for Women on Boards , produced in collaboration with the Conference Board of Canada, offering tips and advice to companies seeking to increase women's representation on their boards of directors.

Statistics Canada released the updated Measuring Violence against Women: Statistical Trends report on February 25, 2013. As a follow-up to the report, Ministers issued a series of accessible online fact sheets that ensure all Canadians have key information on violence against women and girls.

Since 1981, FPT Ministers have met regularly to explore ways to achieve equality for women and to exchange information on issues affecting women in Canada, particularly in the areas of economic security, violence and human rights.
