UNITED NATIONS' 58TH SESSION OF THE COMMISSION ON THE STATUS OF WOMEN

Education and Early Childhood Development Minister Marie-Claude Blais, who is also minister responsible for Women's Equality, participated at the United Nations' 58th session of the Commission on the Status of Women. The conference runs March 10-21 in New York City.

This year's theme is the Challenges and achievements in the implementation of the Millennium Development Goals for women and girls . New Brunswick is part of the Canadian delegation.

“I am proud to represent the province at this international event and to share New Brunswick's views on the issues relating to the equality of the sexes with my counterparts from all over the world,” said Blais.

She also presented the second phase of the Atlantic provinces' Cybersafe Girl initiative, which focuses on the hypersexualization of girls.

“A discussion of cyber safety necessarily includes hypersexualization, and that is why it is important that we tackle this issue, which is close to our hearts as ministers responsible for the status of women, as women, and as mothers,” said Blais. “The issue of hypersexualization is such a concern that we are going to do everything we can to reach girls, and those around them, to raise awareness. We plan to launch this phase of the initiative in the spring.”

You are invited to participate in a survey by the Department of Sociology and Anthropology at Carleton U. in Ottawa with the Centre for the Study of Social and Legal Responses to Violence at U. Sexual Violence Prevention Facilitator Training, Fredericton, April 22-24 OR May 27-29, 2014 – The Fredericton Sexual Assault Crisis Centre (FSACC) will be providing training this Spring on facilitating sexual violence prevention programs using The Empowerment Project (a toolkit used to train facilitators to deliver self-protection and assertiveness workshops to women and girls) and Man to Man (a toolkit for delivering workshops to men and boys about reducing sexual assault).  Participants can be community educators, teachers or guidance counsellors, or other service providers who work youth, young adults, or adults in the area of preventing sexual violence against women.   Cost: $100 (includes Toolkit). Sexual Violence Trauma Counselling Training, Fredericton, May 5-9, 2014 –  This is a 5-day training workshop designed to provide counsellors and therapists with in-depth, specialized training for working with women survivors of sexual violence. The workshop will present new research associated with counselling women survivors while drawing on the many years of experience found at the Fredericton Sexual Assault Crisis Centre. INTIMATE PARTNER SEXUAL VIOLENCE – WHAT IS IT?

April is Sexual Assault Awareness Month in New Brunswick. This year, we are highlighting sexual violence within relations – also known as Intimate Partner Sexual Violence (IPSV). Intimate partner violence is any form of sexual violence that takes place within an intimate relationship.

IPSV involves using threats, coercion, or force to obtain sex or sexual acts; shaming a woman's sexuality or sexual preferences; and/or not respecting a woman's sexual or physical privacy. IPSV is both sexual violence and domestic violence. Because of this, it is important to recognize what is unique and distinct about this form of violence against women if survivors are to be aided effectively.

Those who experience sexual violence by an intimate partner often do not recognize the violence as sexual assault, as it may not align with our stereotypical view of rape. For instance, IPSV may involve:

• Forced involvement in watching pornography
• Withholding affection if sexual demands are not met
• Forced participation in group sex, or sex in front of children
• Withholding money and/or other resources for sex
• Forcing sex when vulnerable (ill, disabled, pregnant, intoxicated)
• Demanding sex through threats of deportation

WOMEN ARE STILL LIVING IN POVERTY THIS MARCH 8, INTERNATIONAL WOMEN'S DAY

Moncton- “Working women, those on social assistance and on pensions, represent some of the faces describing the feminization of poverty in New Brunswick. Women are over represented among the close to one in seven citizens that struggle daily with poverty in this province,” says Linda McCaustlin, co-chair of the Common Front for Social Justice.

“More women than men are employed in New Brunswick, but,  in 2012, sixty-five per cent (65.1%) of all minimum wage earners are women, a high number of them at part-time jobs; this significantly impacts their quality of life and well-being. In 2013, women were still making on average 88.6% of what men made, a wage gap of 11.4%. Thousands of women, especially in the private sector or public-funded private care sectors (ex: home support, transition houses, child care) are still fighting for pay equity,” says McCaustlin.

“There are more women than men depending on social assistance to survive. Women raising children struggle to pay for rent, heat, and electricity. This leaves little left for food, clothing, transportation, school supplies, and other essentials.”

“The Common Front for Social Justice notes that women's lifelong diminished earnings impact also their pension incomes when they are older. About half of women retirees in New Brunswick received the Guaranteed Income Supplement in 2011.

“On International Women's Day 2014, women will be celebrating some victories. However, they will also be looking at the upcoming provincial election and asking political leaders what they will do to eradicate poverty,” concludes  McCaustlin.

CLOSE THE GAP: HOW TO ELIMINATE VIOLENCE AGAINST WOMEN BEYOND 2015
Oxfam International Author: Daniela Rosche, Policy Advisor, Women's Rights and Gender Justice'

At least one in three women worldwide will experience physical or sexual violence in their lifetime, often perpetrated by an intimate partner. Violence against women and girls is a fundamental human rights issue and a central challenge to development, democracy and peace.

Oxfam is very concerned that efforts to eliminate violence against women do not match the scale of the problem. In fact, while the need to end violence against women is broadly recognized, levels of violence worldwide point towards a huge gap between rhetoric and action.

The international community is failing women on this issue and will continue to fail if we do not step up our efforts.

As governments, decision makers and civil society embark on a review of the Beijing Platform for Action and consider a framework to replace the Millennium Development Goals (MDGs), there is an opportunity to close the gap and renew our commitment to the elimination of violence against women.

This paper is being launched to coincide with the 58th session of the Commission on the Status of Women (CSW).

Key recommendations from the report:

• Politically, a long-term transformative agenda aimed at effecting lasting change and eliminating violence against women is needed.
• The formulation of a new post-2015 development framework provides critical momentum to address the elimination of violence against women. Oxfam is calling for a stand-alone gender equality goal accompanied by a specific target on violence against women in the post-2015 agenda.
• In order to fully eliminate violence beyond 2015, Oxfam has proposed a Comprehensive International Action Plan. This would act as a much-needed roadmap for taking forward interventions by operationalizing them and establishing urgently (…)

La ministre de l'Éducation et du Développement de la petite enfance, Marie-Claude Blais, qui est également ministre responsable de l'Égalité des femmes, a pris part à la 58^e session de la Commission de la condition de la femme des Nations Unies, qui se tient du 10 au 21 mars à New York.

Le thème de cette année est Les défis et les réalisations dans la mise en œuvre des objectifs du millénaire pour le développement pour les femmes et les filles. Le Nouveau-Brunswick fait partie de la délégation canadienne.

« C'est une grande fierté pour moi de représenter la province à cet événement international et de partager le point de vue du Nouveau-Brunswick sur les questions et enjeux relatifs à l'égalité des sexes avec mes collègues de partout dans le monde », a déclaré Mme Blais.

La ministre a également pris la parole afin de présenter la seconde phase de l'initiative des provinces de l'Atlantique Les filles et la cybersécurité, qui est axée sur l'hypersexualisation des filles.

« La cybersécurité et l'hypersexualisation vont de pair, et c'est pourquoi il est important de nous attaquer à ce dossier qui, en tant que ministres responsables de la condition féminine, en tant que femmes et en tant que mères, nous tient à cœur, a affirmé Mme Blais. Le phénomène de l'hypersexualisation est inquiétant, et c'est pourquoi nous mettrons tout en œuvre pour rejoindre les filles et leur entourage afin de les sensibiliser. Subventions pour la prévention du crime dans les collectivités accepte actuellement les demandes de financement – L'Association de la prévention du crime du Nouveau-Brunswick accepte actuellement les demandes de financement sous le Programme de subvention de projet local de prévention du crime. Cette possibilité de financement revêt la forme d'une subvention pouvant atteindre 1000 $ offert aux collectivités admissibles et visant des initiatives de prévention du crime au Nouveau-Brunswick. QU'EST-CE QUE LA VIOLENCE SEXUELLE DANS LES RELATIONS INTIMES?

Le mois d'avril est le mois de la sensibilisation aux agressions sexuelles au Nouveau-Brunswick. Cette année, nous visons à souligner la violence sexuelle dans le cadre des relations intimes – connu aussi sous le nom de la Violence sexuelle entre les partenaires intimes. La Violence sexuelle entre les partenaires intimes s'agit de toute forme de violence sexuelle qui prend lieu dans une relation conjugale.

Ce type de violence peut comprendre utiliser des menaces, la coercition ou la force contre une femme pour avoir des relations sexuelles ou poser des actes sexuels; lui faire éprouver de la honte par rapport à sa sexualité ou à ses préférences sexuelles; et/ou ne pas respecter sa vie personnelle ou sexuelle privée. La Violence sexuelle entre les partenaires intimes s'agit d'une violence à la fois sexuelle et conjugale. Pour cette raison, il est important de reconnaître les aspects particuliers de ce type de violence contre les femmes si on va pouvoir aider les survivantes de façon efficace.

Celles qui subissent la violence sexuelle commise par un partenaire intime ne reconnaissent souvent pas la violence comme étant une forme d'agression sexuelle, comme la violence entre partenaires intimes ne correspond pas à notre perception stéréotypée du viol. Par exemple, la Violence sexuelle entre les partenaires intimes peut comprendre :

• Obliger l'autre à figurer dans des images pornographiques ou à en regarder
• Priver l'autre d'affection si les exigences sexuelles ne sont pas satisfaites
• Obliger l'autre à participer à des activités sexuelles en groupe, avec une autre personne, devant le partenaire ou sous les yeux des enfants
• Faire des menaces d'expulsion pour obtenir des rapports sexuels
• Imposer des relations sexuelles en situation de vulnérabilité (maladie, handicap, grossesse, intoxication)
• Faire des menaces d'expulsion pour obtenir des rapports sexuels

CE 8 MARS, JOURNÉE INTERNATIONALE DE LA FEMME, LES FEMMES VIVENT TOUJOURS EN PAUVRETÉ

Moncton-  « Les femmes au travail, celles recevant l'aide sociale ou à la retraite représentent les différents visages de la féminisation de la pauvreté au Nouveau-Brunswick. Nous retrouvons plus de femmes que d'hommes dans les près de 100 000 citoyens vivant en situation de pauvreté » de dire Joanne Petitpas, secrétaire du Front commun pour la justice sociale.

« Plus de femmes que d'hommes ont un emploi, mais en 2012, soixante-cinq (65,1 %) de tous les travailleurs au salaire minimum au Nouveau-Brunswick étaient des femmes et un nombre important sont à temps partiel; une situation ayant des conséquences sur leur qualité de vie et leur bien-être. En 2013, les femmes faisaient encore en moyenne 88.6 % du revenu des hommes, un écart salarial de 11,4 %. Des milliers d'entre elles, surtout celles dans le secteur privé où le secteur de services privé subventionné par le gouvernement (ex: aide à domicile, maisons de transition, garderie) se battent encore pour l'équité salariale » de dire Madame Petitpas.

Selon Joanne Petitpas, « Plus de femmes que d'hommes dépendent de l'aide sociale pour survivent. Les femmes qui élèvent leurs enfants ont de la difficulté à payer le loyer, le chauffage et l'électricité. Il ne reste pas tellement d'argent pour la nourriture, l'habillement, le transport, les fournitures scolaires et autres bien essentiels. »

« Les faibles revenus des femmes pendant leur vie se reflètent dans les prestations de retraite. Au Nouveau-Brunswick, environ cinquante pour cent des femmes à la retraite recevaient le Supplément de revenu garanti en 2011 » continue Madame Petitpas.

UNE MÈRE ET SON BÉBÉ

Ce n'est pas normal qu'une femme qui dénonce une situation de violence conjugale soit punie par les autorités canadiennes pour l'avoir fait. C'est pourtant le sort inhumain réservé à Ivonne Hernandez, une sans-papiers mexicaine qui risque d'être renvoyée au Mexique et séparée à tout jamais de son bébé né ici, après avoir osé quitter un foyer violent.

J'ai rencontré Ivonne hier matin après que son médecin, inquiète pour elle et indignée par sa situation, m'eut contactée.

Ivonne a 41 ans. Elle est arrivée à Montréal en 2009, fuyant une situation de violence domestique. En 2011, sa demande de statut de réfugiée a été refusée. Mais comme des milliers de demandeurs d'asile qui craignent de retourner dans leur pays, Ivonne a continué de vivre ici. Sans statut, sans papiers, mais non sans espoir.

«Dans mes rêves, je voulais avoir une famille», raconte-t-elle le regard triste. Elle a rencontré un Montréalais. Ils se sont mariés et ils ont eu un enfant en 2012. Des démarches de parrainage ont été faites. Jusqu'à ce que le rêve déraille.

Durant sa grossesse et après son accouchement, Ivonne a été suivie à la clinique pour migrants de Médecins du monde, qui offre des soins aux gens à statut précaire. La Dre Marie-Michelle Bellon, qui y est médecin bénévole, l'a rencontrée alors qu'elle était enceinte jusqu'aux oreilles. Ivonne souffrait de polyarthrite inflammatoire. La Dre Bellon lui a prescrit des médicaments. Mais très vite, elle a compris que sa patiente ne les prenait pas. Elle était sans le sou et craignait de demander de l'argent à son mari.
