À LA RECHERCHE D'UN REFUGE CONTRE LA VIOLENCE, N.-B., 2010

Profil d'une journée : Le 15 avril 2010, 97 femmes et 67 enfants à charge étaient résidents dans les refuges pour femmes violentées et 1 femme s'est vu refuser l'hébergement ce jour-là. Pour 27% de ces femmes, ce n'était pas leur premier séjour à cet établissement. Près de la moitié de ces femmes étaient dans des maisons d'hébergement de deuxième étape. Le quart de ces femmes ont indiqué que l'incident de violence la plus récente avait été signalée à la police, une proportion inférieure à la moyenne canadienne (40%). 69% y étaient principalement pour des motifs de violence. Parmi les autres raisons : l'incapacité de trouver un logement abordable (19%), les problèmes de santé mentale (19%) et la toxicomanie ou l'alcoolisme (18%). Les trois quarts des femmes ont indiqué avoir été agressées par leur partenaire intime actuel ; 7% par un ex-partenaire intime et 18% par une personne autre qu'un partenaire intime - un autre membre de famille, une connaissance ou un fournisseur de soins.

CHANGEMENTS À LA BOURSE DU PLAN D'ACTION SUR L'ÉCART SALARIAL!

Premièrement, notre bourse a changé de nom!
La nouvelle «Bourse égalité femme – homme» vise à encourager et supporter les femmes et les hommes qui poursuivent une carrière non traditionnelle à un collège du Nouveau-Brunswick.

Tout emploi dans lequel les femmes et les hommes forment moins de 25 % du total de la main-d'œuvre est considéré comme un emploi « non traditionnel ». Des bourses d'études d'une valeur maximale jusqu'à 2 500 $ seront accordées jusqu'à concurrence d'un total de 125 000 $ par année.

Donc, qu'est ce qui a changé?

•  La bourse est maintenant ouverte aux étudiants de toute année d'études fréquentant un Collège du Nouveau-Brunswick. (Auparavant, la bourse était seulement ouverte aux étudiants de première année)

•  Les étudiants peuvent maintenant appliquer pour la bourse après qu'ils ont commencé leur programme, et recevoir une demi-bourse pour leur deuxième semestre. (Auparavant, les étudiants ne pouvaient pas appliquer après avoir commencé leur programme/cours)

•  Les étudiants peuvent maintenant appliquer et recevoir la bourse plus qu'une fois. (Auparavant, les étudiants pouvaient seulement recevoir la bourse une fois, et n'étaient pas éligible pour appliquer une deuxième fois)

•  50 bourses seront offertes à chaque année, d'une valeur de $2500 pour chaque année d'études.

•  La date limite a été poussée jusqu'au 30 juin (auparavant le 31 mai) pour les programmes commençant en septembre, et le 30 novembre pour les programmes commençant en janvier et/ou pour les demandes de deuxième semestre.

Pour présenter une demande, il faut remplir le formulaire prévu à cet effet et y joindre un court texte présentant ses intérêts et ses objectifs professionnels. COÜTS DES CÉSARIENNES ET VARIATIONS RÉGIONALES

Le rapport de l'Institut canadien d'information sur la santé de 2010 sur les soins de santé au Canada met en relief les variations régionales importantes dans les taux de césariennes primaires (pour un premier accouchement) au Canada. En 2008/09, le taux de césariennes primaires le plus élevé a été enregistré à Terre-Neuve-et-Labrador, avec 23 % des accouchements, et le plus bas, au Nunavut, avec 5% des accouchements. Le Manitoba présentait le taux le plus faibles dans l'ensemble des provinces, avec 14 %, tandis que le taux du N.-B., à 19%, dépassait légèrement la moyenne nationale (Canada : 18,5%). Il n'y a pas présentement un champ de pourcentages optimum universellement reconnu, mais un corp de recherche croissant démontre les effets négatifs de taux de césarienne élevé. L'Organisation mondiale de la santé recommande maintenant que les nations utilisent une portée de 5% à 15% pour établir leur propres normes.

« Nombre de ces interventions sont médicalement nécessaires. Cependant, l'écart important entre les taux de chirurgies d'une région à l'autre ne s'explique pas simplement par les différences dans la santé des femmes, déclare M. Jeremy Veillard, vice-président, Recherche et Analyse, à l'ICIS. Devant de tels écarts, nous devons commencer à nous questionner sur la pertinence des soins fournis. La réduction des interventions chirurgicales inutiles est avantageuse pour les patients, mais elle a aussi des répercussions sur les coûts du système de santé. »

De nombreux facteurs expliquent l'écart entre les taux de césariennes, tant au niveau de la patiente - affections existantes comme le diabète (gestationnel ou autre), l'obésité

et l'hypertension, choix de la patiente, césarienne antérieure, taille et position du bébé, naissances multiples - que du système - modèles de pratique des médecins, disponibilité des spécialistes et accès aux soins, seuil de tolérance à l'égard du risque dans les systèmes de santé qui offrent les soins.

En comparaison avec les accouchements vaginaux, les accouchements par césarienne peuvent coûter aux hôpitaux deux fois plus chers en soins d'obstétrique pour les mères et les bébés (patiente typique, 4 930$ versus 2 665$ pour accouchements vaginaux sans autre interventions). Si les taux de césariennes primaires étaient aussi bas partout au Canada qu'au Manitoba, soit 14 % de l'ensemble des accouchements, on réduirait le nombre de césariennes pratiquées au Canada de 16 200 annuellement. Ainsi, les économies annuelles réalisées au chapitre des soins de courte durée en 2008/09 seraient estimées à 36 millions de dollars au Canada. Pour le N.-B., on estime les économies annuelles à 760 000$ et une diminution de 350 césariennes primaires.

LA CHANBRE DU COMMERCE DU CANADA A ADOPTÉ UNE RÉSOLUTION

La Chambre du commerce du Canada a adopté une résolution qui stipule que le gouvernement fédéral devrait financer et favoriser l'élaboration d'un programme efficace de développement des jeunes enfants offert par les provinces afin d'accroître la productivité à long terme du Canada. Communiquez avec votre chambre de commerce locale pour l'encourager à agir sur cette recommandation importante. « Le Canada est en voie de perdre son avantage concurrentiel à l'échelle mondiale. Parmi les pays développés, le Canada se classe dernier sur le plan des dépenses en programmes pour la petite enfance.

« Bien que le gouvernement fédéral ait haussé le supplément de la Prestation nationale pour enfants et la Prestation fiscale canadienne pour enfants, il ne mentionne pas précisément un soutien au développement des jeunes enfants, particulièrement des enfants âgés de 3 à 6 ans. Un investissement dans un programme universel de développement des jeunes enfants est la stratégie la

SEEKING SHELTER FROM VIOLENCE, N.B., 2010

In 2010, 23 shelters in N.B. offered services to abused women – a total of 324 licensed beds. About 1,750 admissions of women & children were recorded. 61% of shelters provide a wheelchair accessible entrance & one shelter has service in sign language. All shelters offer services to clients in English, 74% offer services in French. 2 shelters offer services sensitive to Aboriginal women.

Portrait of residents on April 15, 2010 - There were 97 women & 67 children in shelters for abused women in N.B. 1 woman was turned away from a shelter that day. 27% of the women had stayed at the shelter before. Almost half of the women & children residing in shelters that day were in second-stage housing. While across Canada, about 40% of abused women living in shelters had reported the most recent abusive situation to the police, in N.B., 25% of abused women had.

69% were there primarily because of abuse. The great majority of these (75%) had been abused by a current partner, 7% by a former partner & 18% by a relative, acquaintance or caregiver. The other reasons for seeking shelter: inability to find housing, mental health problems or addiction.

BIG CHANGES MADE TO THE WAGE GAP ACTION PLAN SCHOLARSHIP!

First & foremost, our name!

The new “Gender Equality Scholarship” is intended to encourage and support women and men pursuing a non-traditional career at a New Brunswick college.
Any occupations in which women or men make up less than 25% of the total workforce are considered "non-traditional". Scholarships of equal value up to a maximum of $2,500 will be awarded, up to $125,000 total per year.

So, what's new?

  • The scholarship is now open to students in ALL years of study at a New Brunswick College
    (Formerly, it was only open to students entering their first year)
  • Students can apply after their program has started (ie: September) and receive a half scholarship for their 2 nd semester (ie: January)
    (Formerly,  once students had started their program it was too late to apply)
  • Students can apply for and receive the scholarship more than once
    (Formerly, students could only receive the scholarship in their first year and weren't eligible to apply for subsequent years of their program)
  • 50 scholarships will be awarded each year at a value up to $2500 per year
  • The deadline to apply has been extended to June 30 th for programs starting in September, and November 30 th for programs starting in January and/or for 2nd semester applications

To apply, students must fill out an application and attach a short essay outlining their career interests and goals. Applications and additional information about the Gender Equality Scholarship and eligibility are available on the Women's Issues website.

THREE TESTS TO ENSURE HOME-CARE IS OF GOOD QUALITY - UK

Care is provided by well-trained care workers who have enough time to care & can provide a consistent service. Home-care is currently failing this test. Low wages, poor progression opportunities & a stressful working environment have led to persistent job vacancies, a high turnover of staff, a low skills base & a reliance on migrant labour.

Care is personalised to individual needs rather than prescriptive services. Giving older people personal budgets – they can choose what they spend their care budget on – can help achieve personalisation of services. Support the creation of peer networks, the best tool for spreading information on budgets.

Care allows the older person to be independent & reduces reliance on acute health services. There are a number of approaches to home care which could reduce the pressure on more costly services down the line. Assistive technology & telecare can support the work of a carer & enable problems to be identified. Assessments & adaptations to the home environment can prevent falls. Reablement services reduce the cost of later care by as much as 60%.

MAKING THE CASE FOR UNIVERSAL CHILDCARE

Affordable, universal childcare is associated with higher female employment rates. Boosting maternal employment rates not only increases family income, & maintains a woman's connection to the labour market, but also increases the tax base, generating a positive cost-benefit return to the exchequer. Even after accounting for different work patterns, as well as hourly income rates, the net benefit to the exchequer is £4,860 (about $7,900 Canadian) per mother who is in paid employment. This does not include extra taxes the mother might also pay using her increased earning power.

In 1997 the province of Quebec introduced a universal early childhood education & care policy. Since 2000, heavily subsidised childcare for all children aged between 0 & 4 has been available, initially costing parents $5 a day & increasing to $7 in 2004. Between 1996 & 2008 the maternal employment rate for women with children under 6 in Quebec increased by 11 percentage points to 74% with a significant proportion of the increase from women with lower-level qualifications. Canadian analysts suggest that this increase adds 3.8% to women's employment rates in Quebec & 1.7% to Quebec's GDP. Multiplier effects, such as those from increased labour market participation & increased household spending, also contribute to these wider economic gains. In fact, childcare provision is the highest ranking employment multiplier. For every dollar spent, the Quebec government gets $1.05. The federal government accrues 0.44 for every dollar the Quebec government spends. For the Quebec government, this universal offer is self-financing. It also reduces government support required in benefits.

Academic evidence illustrates the importance of early years policy in improving a range of childhood & adult outcomes, particularly for poorer children. Analysis undertaken for the Joseph Rowntree Foundation has estimated that getting early years provision right – in terms of providing access to affordable, high-quality early years education & childcare – could move between one-sixth & half of children out of poverty.

HOW TO BREAK THE ARGUMENT HABIT

Polarization is hardly the monopoly of political candidates, activists & televised "shouting heads." Each of us plays our part in polarization when we paint those whose views differ from ours with a broad brush; when we assume that everyone who uses the same label to describe themselves has the same concerns, values, & goals; when we act as if there are 2, & only 2, ways to think about an issue; when we ignore questions that might uncover new ground. Notice when participants in a discussion share only their certainties & none of their doubts; when they speak as members of a group rather than as individuals with unique experiences; when questions are rhetorical challenges rather than genuine invitations to share perspectives. These are some of the signs that a conversation is moving toward an unproductive, polarizing style of debate. Do speakers attempt to persuade & refute, or do they seek to understand?

It is not the substance of our differences that polarizes us, but the way in which we express our perspectives. We do not need to change our views, but our "attitude." It is possible to continue disagreeing without demonizing others & to continue disagreeing about some issues while working together on others.

My greatest hope stems from the wealth of knowledge now available about how to foster resilient, respectful, authentic relationships even in the heart of intractable & polarizing conflict. We can transform "us" & "them" into an effective, multiminded, working "we."

Do your part: Ask anyone who uses sweeping generalizations to cite specifics. Refuse to ask or answer rhetorical questions. Stand up for the multicolored reality of yourself & others. Have a conversation with someone who thinks differently from you. Seek only to understand & to be understood rather than persuade. Express your views so they become sources of contact & learning, rather than antagonism. Avoid words likely to raise your listener's defenses. Bring people together who think differently about an important issue. Support others' efforts to resist polarization & identify shared concerns & goals.
