Under section 6 of the Employment Development Act, the Lieutenant-Governor in Council makes the following Regulation:
1 This Regulation may be cited as the General Regulation - Employment Development Act.
2 In this Regulation
"Act" means the Employment Development Act.
3 The programs listed in Schedule A are designated as employment development programs for the purposes of the Act.
4 An application for financial assistance under an employment development program shall be made on a form provided by the Minister for that program.
5 The terms and conditions to be satisfied by an applicant for financial assistance under an employment development program are the terms and conditions specified by the Minister for the program.
6(1) Subject to subsections (2) and (3), the Minister may, under any employment development program, provide financial assistance without the approval of the Lieutenant-Governor in Council
(a) to an applicant that is a department or other portion of the public service of the Province specified in Part I, II, III or IV of the First Schedule of the Public Service Labour Relations Act, or
(b) to any other applicant, where the financial assistance to be provided does not exceed five hundred thousand dollars.
6(2) Where, under the Entrepreneur Program, the financial assistance to be provided to an applicant is a guarantee of the repayment of a loan and does not exceed ten thousand dollars, the Minister may provide such financial assistance without the approval of the Lieutenant-Governor in Council.
6(3) Where, under the Student Employment and Experience Development Program, the financial assistance to be provided to an applicant is a guarantee of the repayment of a loan and does not exceed three thousand dollars, the Minister may provide such financial assistance without the approval of the Lieutenant-Governor in Council.

7 A person who receives financial assistance under an employment development program shall
(a) keep such records, books, accounts and other documents as are required under the rules of the program, and
(b) make such records, books, accounts and other documents available to the Minister for inspection.
8(1) An agreement between the Minister and a person who receives financial assistance under an employment development program may be entered into before any financial assistance is provided and, where applicable, such agreement may provide for the method of repayment of such financial assistance.
8(2) The Minister may extend, defer, adjust or compromise
(a) the time for repayment of financial assistance, or
(b) the terms and conditions of financial assistance
provided by the Minister in accordance with this Regulation.
