MANDATE

To facilitate harmonious relations between labour and management in the private and quasi-public sectors by providing neutral third party assistance and preventive mediation services.

To provide third party assistance to the parties to help them overcome impass during negotiations, through the appointment of a conciliation officer, mediation officer, interest based facilitator, conciliation board, arbitration board, or a combination thereof.

To provide preventive mediation services designed to promote healthy labour relations between the parties while a collective agreement is in force. Such services include: assisting in the establishment of labour-management committees, conducting relationship improvement programs, implementing joint labour-management training sessions, providing voluntary grievance mediation services, interest based bargaining and coordinating other consultative mechanisms.
