Electrical


Scope

Regulations generally apply to all electrical systems and equipment with the notable exceptions of electrical and communication utility systems, equipment and wiring on aircraft, ships, trains and automotive equipment, motor rewinding and repairing of radios and other electronic equipment.

Installation - CSA Standard C22.1-06 Canadian Electrical Code Part I (Twentieth Edition)

Canadian Electrical Code, Part I (20th Edition), Safety Standard for Electrical Installations

Equipment - Certified to Canadian Standards by one of the following certification organizations: Canadian Standards Association (CSA), Entela Inc. (entela), Warnock Hersey Professional Services Limited (WHPS), Underwriter's Laboratories Inc (cUL), ETL Testing Laboratories Inc. (ETL), Canadian Gas Association (CGA), Underwriter's Laboratories of Canada (ULC) and MET (MET), Omni-Test Laboratories Inc. (OMNI), TUV Rheinland of North America Inc. (TUV), Quality Auditing Institute (QAI), TUV America Product Services Division (TUV-PS), QPS Evaluation Services (QPS).

Field approval to requirements of the Model Code for the Field Evaluation of Electrical Equipment, CSA Special Publication SPE-1000-99.


Plans

Plan approvals are required for all installations in excess of 400 amps at 120/240 volts, 200 amps at 120/208 volts, 100 amps at 347/600 volts and for any installations having a voltage in excess of 600 volts.

Electrical plans are required to be reviewed prior to issuing of an electrical permit.


Permits

Permits are required for electrical construction involving more than ten (10) outlets or five (5) kw of load or any wiring involving Section 18, 20, 24, 34, 40, 44, 46, 48, 52 or 68 of the Canadian Electrical Code.

Permits must be obtained before construction begins and before a utility power connection is made. Working without a permit will result in a special inspection fee in addition to the cost of the permit. Permits are only issued to licensed New Brunswick Electrical Contractors.

There are some permit exemptions for owners of establishments where their operation requires frequent alterations performed by permanently employed electricians.


Licences

All electrical construction and maintenance work must be conducted by New Brunswick licensed electricians or supervised apprentices.

Licence Authorized Work Qualifications
Construction Electrician make, repair, maintain electrical installations NB Certificate of Qualification (issued by Apprenticeship Branch - see contacts)
Industrial Electrician make, repair, maintain electrical installations in establishments where electricians are permanently employed NB Certificate of Qualification (issued by Apprenticeship Branch - see contacts)
Electrical Contractor's Licence undertake to carry out an electrical installation

obtain electrical wiring permits

NB Construction Electrician's licence and two (2) years experience as a Construction Electrician (or employ a person with those qualifications)
Sign Installer Contractor

may undertake to carry out sign installation work

obtain sign installation permits

must employ a Sign Installer with valid licence
Sign Installer perform sign installation work

complete course satisfactory to Chief Inspector

2000 documented hours of sign installation work

complete a competency test acceptable to the Chief Inspector

Sign Installer Helper perform sign installation work must be employed by a Sign Installer Contractor or Electrical Contractor

Inspections

Inspections are conducted on an auditing basis according to risk priority. Specific requests for inspection are subject to availability and may be subject to special inspection fees.

Lightning Protection System


17(1) The charge for a supplier's licence or for renewal of a supplier's licence is $200.

17(2) The charge for an agent's licence or for renewal of an agent's licence is $100.

17(3) The charge for an inspection or reinspection is $100 per hour or any part of an hour, with a minimum charge of $100

General Regulation


23(1) The charges for electrical contractors licences are as follows:
(a) for the issuance or a renewal of an Electrical Contractors Licence Group 3 - $400; and

(b) for the renewal of an Electrical Contractors Licence Group 2 - $250.
23(2) The charges for electricians licences are as follows:
(a) for the issuance or a renewal of an Electricians Licence Class 3 - $40;

(b) for the renewal of an Electricians Licence Class 2 - $40; and

(c) for the issuance or a renewal of an Industrial Electricians Licence - $40.
23(2.1) The charge for the issuance or renewal of a Sign Installer Contractors Licence is $100.

23(2.2) The charges for sign installers licences are as follows:
(a) for the issuance of a Sign Installers Licence - $100 and

(b) for the renewal of a Sign Installers Licence - $35.
23(3) The charge for an identification card issued under subsection 11(6) is $40.

23(3.1) The charge for the issuance or renewal of a Sign Installer Helpers Identification Card is $35.

23(5) The charge for a special inspection of an electrical installation is $100 per hour or any part of an hour, with a minimum charge of $100.

23(6) The charge for the approval of plans for a type III installation shall be according to the ampere and voltage rating of the installation at the following rates:
(a) 401 amperes or greater, 120/240 volts single phase, 201 to 400 amperes, 120/208 volts three phase, 101 to 200 amperes, 347/600 volts three phase - $100;

(b) 401 to 2000 amperes, 120/208 volts three phase, 201 to 1000 amperes, 347/600 volts three phase - $250; and

(c) all others - $350.
23(7) The charges, per electrical installation, for special wiring permits for carnivals and exhibitions, shows or other such presentations are as follows:
(a) for 50 K.V.A. or less, 200 amperes or less, 120/240 volts single phase or 120/208 volts three phase - $175;

(b) for 72 amperes or less, 240 to 600 volts - $175;

(c) for 51 to 100 K.V.A., 201 to 400 amperes, 120/240 volts single phase or 120/208 volts three phase - $300;

(d) for 120 amperes or less, 240 to 600 volts - $300;

(e) for all electrical installations over 100 K.V.A. and for all electrical installations that are in excess of the amperes and volts referred to in paragraphs (a) to (d) - $400.
23(7.1) The charge for a special wiring permit for an emergency repair is $40.

23(8) The charges for wiring permits are as follows:
(a) for temporary installations for construction that are

(i) 200 amperes or less, 120/240 volts single phase or 120/208 volts three phase - $50;

(ii) 72 amperes or less, 347/600 volts three phase - $50;

(iii) 201 to 400 amperes, 120/240 volts single phase or 120/208 volts three phase - $100;

(iv) 73 to 200 amperes, 347/600 volts three phase - $100;

(v) 401 to 600 amperes, 120/240 volts single phase or 120/208 volts three phase - $150;

(vi) 201 to 400 amperes, 347/600 volts three phase - $150;

(vii) all others - $250;

(b) for all type II installations and type III installations up to and including the first 50 K.V.A. that do not require a new service connection - $85;

(c) for all type II installations and type III installations up to and including the first 50 K.V.A. that require a new service connection - $100;

(d) for type III installations in excess of 50 K.V.A. - $1.65 per K.V.A. up to 1000 K.V.A, then $1.00 per K.V.A. up to 20,000 K.V.A. and $0.60 per K.V.A. thereafter.

(e) notwithstanding paragraphs (b) and (c), for service entrance relocations - $40;

(f) for sign installation work
(i) for a single sign at a location - $75, or

(ii) for two or more signs at a location - $75 for the first sign plus $10 for each additional sign.

Accidents

Accidents or fires involving regulated electrical systems must be reported to an Inspection Services inspector within twenty-four (24) hours of the incident. The scene must not be disturbed until permission to do so is given by inspector.

FLOODING

ELECTRICAL SAFETY IN YOUR HOME, BUILDING

The integrity of your electrical systems and appliances safety has been compromised if submerged during a flood. To prevent a fire and electrical hazard, the following shall be carried out.

  1. Replace any light switches, thermostats, receptacles, light fixtures, electric heaters, ceiling fans, etc.
  2. Replace furnace burner and blower motor, ignition transformer, relay (oil furnace and oil hot water tank).
  3. Replace furnace blower motor, electric relays, elements (electric furnace).
  4. Replace domestic hot water tank electric, oil, or propane.
  5. Replace/repair all appliances, sump pump, washer, dryer, dehumidifier, vacuum, tools, exercise equipment. There are many switches, motors, and transformers that will be corroded.
  6. Replace all breakers, fuses, fuseholders, disconnect switches and panels if submerged. Corrosion as well as electrolysis has and will occur.
  7. All conductors and cables shall be meggered to confirm the insulation integrity is intact. Replace where failure is present.
  8. Replace all boxes that hold devices such as thermostats, switches, receptacles, lights.
  9. Replace all wire nuts at all wire connections. The conductor splices are to be taken apart, cleaned and rejoined.

Do not energize any electrical equipment if submerged as the above noted items may work and appear safe once you have moved back into your premises. However, corrosion and electrolysis will have already taken place and failure is imminent. Failure can be in many forms such as electrocution or fire.

Only certified appliance repair technicians and licensed electricians shall do all repairs so you and your family can feel safe that all repairs are now safe to re-energize your electrical system and equipment.
