Rick Miner, Ph.D.

Dr. Rick Miner is President of Seneca College. He began as President in August, 2001, after serving as Vice-President, University of New Brunswick for seven years.

Prior to his term at UNB, he was at Saint Mary’s University in Nova Scotia where he served as Director of the Canada/China Language and Cultural Program from 1989 to 1993, Dean of Commerce from 1982 to 1987, and MBA Director from 1978 to 1981. Dr. Miner has also held faculty positions with the University of New Brunswick, the University of Toronto and Saint Mary’s University.

Dr. Miner holds a Bachelor of Arts in History from Gettysburg College, a Masters of Business Administration from the University of Utah and a Doctorate in Management from the University of Minnesota.

He has written books and papers on the subjects of management and organizational behaviour, and has spoken extensively in Canada and abroad on these and related topics.

Amongst the awards he has received are the President’s Award, Saint John Board of Trade, a CIDA Professional Award, MBA Professor of the Year (Saint Mary’s University) and various community and student recognitions.

Dr. Miner is Past Chair of the Committee of Presidents of Ontario Colleges and serves on its executive. He is also on the Board of Ontario Innovation Trust, Polytechnics Canada, and the Toronto Regional Research Alliance. He is a Member of the Canadian Foundation for Innovation and the Millennium Scholarship Foundation. He is also actively involved with the Toronto Financial Services Alliance and the Greater Toronto Marketing Alliance.

In January 2007, New Brunswick Premier Shawn Graham appointed Dr. Miner as commissioner of the province’s Commission on Post-Secondary Education. The Commission will review the entirety of the province’s post-secondary system, including public and private universities and colleges.

Dr. Miner’s involvement also includes national issues associated with new Canadians (immigrant transition), commercialization/innovation and access opportunities to post-secondary education.

JACQUES L’ÉCUYER was the founding chairman of the Commission d’évaluation de l’enseignement collegial of Quebec. He held that position from 1993 to 2005. He has a Ph.D. in Physics and taught at the Université de Sherbrooke, Université Laval, and the Université de Montréal. He was President of the Commission de la recherché universitaire and, from 1981 to 1988, President of the Council of Universities of Quebec, the organization responsible for advising the Minister of Education on the development and funding of universities. He went on to become Vice-Rector of Teaching and Research at the Université du Québec. He has held various positions in international organizations, including Chairman of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE).

He has advised foreign governments on the development of higher education. He has taken part in various conferences and missions in higher education. He has also given several talks and led numerous workshops on assessment and accreditation in various countries of Latin America and the Caribbean.

Advisory Committee

The advisory panel has six members that will assist the commission as it proceeds with recommendations and preparation of the final report. They come from a broad range of backgrounds, and will all have different and interesting perspectives on the post-secondary system in the province. The members, in alphabetical order, are:

• Anne Marie Levi, First Nations teacher education program field co-ordinator, Mawiw Council/Mi'Kmaq-Maliseet Institute, Jardinville;
• Denis Losier, CEO of Assumption Life, Moncton;
• Jean-Yves Ouellette, vice-principal, administration/finance, Polyvalente-Cité-des-Jeunes-A-M-Sormany, Edmundston;
• Léo-Paul Pinet, executive director, Centre de Bénévolat de la Péninsule Acadienne (CBPA) Inc., Caraquet;
• Gerry Pond, chairman and CEO of Marine Partners Inc.;
• Andrew Steeves, vice-president, ADI Ltd., Fredericton; and
• Elizabeth Weir, president and CEO, Efficiency NB, Saint John.
