TransportationFour consortia respond to TCH request for qualifications (04/02/11)NB 155 Feb. 11, 2004 FREDERICTON (CNB) - Four consortia responded to the request for qualifications to design, build and finance the Trans-Canada Highway (TCH) between Grand Falls and Woodstock, and to operate and maintain the highway between Saint-Léonard and Longs Creek, Transportation Minister Paul Robichaud announced today. "We are releasing the names of the consortia and their team members in keeping with our commitment to being as open as possible about our progress in selecting a developer for this project," Robichaud said. The four respondents are the Brun-Way Group Joint Venture, the Upper Valley Highway Consortium, the Saint John Valley Highway Group, and the River Valley Road Development Company. "These four responses will be evaluated by the departments of Transportation and Finance to determine which respondents have the best technical and financial abilities to design, build, finance, operate and maintain the new highway," Robichaud said. The province will issue a request for proposals in March and plans to choose a preferred proponent by the end of October. The province expects to finalize and sign an agreement before the end of this year. Robichaud and Finance Minister Jeannot Volpé announced the government's decision to involve a consortium in its plans to complete the Trans-Canada Highway in November 2003. In addition to the construction work that will be completed by the consortium as part of a large project, the Department of Transportation will construct the TCH from Pokiok to Longs Creek using the department's traditional method of tendering contracts. "We made the decision to involve a developer because we see it as the most cost-effective way to complete the twinning of the Trans-Canada Highway by 2007," Robichaud said. "We believe that proceeding in this way is in the best interests of New Brunswickers." The completion of the four-lane Trans-Canada Highway by 2007 is an action priority within the building strategic infrastructure building block in Greater Opportunity: New Brunswick's Prosperity Plan.
