Corporate Employee Wellness Related Programs -
Employee and Family Assistance Program _ provides counselling services to employees of Part 1 and their families, during crisis situations _ i.e. addiction, emotional problems, marital, financial crisis, family, health, bereavement and job-related. Six hours of counselling services are available to each employee and family member per year.
Public Service Employee Benefits _ pension plans for most public service employees (including schools and hospitals) and insured benefits programs including Employee Family and Assistance Program (EFAP). It manages policies and special programs, such as retirement allowance and early retirement programs. Administers benefits, such as Long Term Disability and Health & Dental Insurance.

Most programs and services impact to some extent on health and wellness and/or impact on the determinants of health.
Community & Correctional Services Division
Young Offenders (Ages 12 to 17, inclusive) _
Community Programs: In New Brunswick, community based correctional services are offered by the Department of Public Safety and other government/non-government agencies. Offenders have access to the following wellness programs in the community: assessment and counselling services, mental health services, family services, anger management programs, alternative education programs, addiction services, etc.
Intensive Support Program: The goal of Intensive Rehabilitation is to reduce the over-utilization of custodial dispositions, and to support plans to assist with the successful release of incarcerated youth returning to the community. Through an extensive assessment and interview process as well as family group conferencing, youth input, victim input, intervention programs and strategies targeting youth need, case plans are developed to provide the courts with a community-based intensively supervised option to custody. Programs are conducted in Saint John, Moncton and Dalhousie.
Open Custody: Public Safety purchases from the Department of Family and Community Services community-based residential beds for youth who are sentenced to a period of open custody. Through this arrangement, young offenders have access to a broad range of services and programs offered by Family & Community Services, Education and Health & Wellness.
New Brunswick Youth Centre: The New Brunswick Youth Centre is a secure custody facility whose philosophy is to provide a safe and secure environment that fosters both personal growth and development. The Therapeutic Community (TC) offers a safe environment where youth have the opportunity to come to terms with their past within a positive peer setting involving other youth and staff. Through the therapeutic community approach, the aim is to encourage youth towards a better understanding of their previous behaviour and to enable them to improve their interpersonal functioning, first within the therapeutic setting and, ultimately, in the wider community.
Cassidy Lake: Portage, which is located at Cassidy Lake, Norton, New Brunswick, is a therapeutic community offering substance abuse treatment for youth. It provides 35 treatment beds, 15 of which are contracted by the Department of Public Safety for young offenders in need of addiction treatment and the remaining 20 beds are available to the Department of Health and Wellness. The Portage program encourages discipline and development of self esteem based on accepting accountability for one's behaviour.
Adult Offenders _
Community Corrections: As part of its emphasis on community corrections, the
Department of Public Safety is working more than ever in partnership with the community.
This approach creates opportunities to offer quality community-based rehabilitative
Institutions: Correctional institutions in Dalhousie, Saint John, Moncton, Madawaska, and Island View provide a variety of wellness related programming to their clientele/inmates, such as: anger management, Alcoholics Anonymous, one on one addiction counselling, job search, mental health, literacy training, religious services, etc.
Victim Services - Victim Services include witness assistance, child witness preparation, court information and referral service, trauma counselling, victim impact statement assistance and crime compensation.
Security & Compliance Division
1. Emergency Services - NB Emergency Measures co-ordinates activities contributing to the physical safety and ease of mind of the population (i.e. Partnerships toward Safer Communities, public education, Disaster Financial Assistance programs, National Mitigation Strategy, etc). At the time of major emergencies or disasters, NBEMO co-ordinates the provision of all government services directed toward dealing with the incident.
2. Office of the Fire Marshall - The Fire Marshall Office is responsible to deliver provincial fire prevention and protection programs that are dedicated to the reduction of fire related losses in lives, injury and property.
3. NB 9-1-1 Services - NB 9-1-1 has the responsibility to develop, and implement policies for effective and efficient 9-1-1 services to ensure appropriate emergency responses.
4. Motor Vehicle Administration - The Branch administers three provincial Acts: Motor Vehicle Act, All-Terrain Vehicle Act and Transportation of Dangerous Goods Act. All three acts directly and indirectly contribute to the wellness and safety of New Brunswickers; such as, mandatory seatbelts, school bus standards, public and road safety programs, mandatory bicycle and motorcycle helmets, and graduated driver licensing, just to name a few.
5. Commercial Vehicle Enforcement _ CVE co-ordinates a number of activities to enhance public safety on provincial highways: Roadcheck, Operation Air Brake, Commercial Vehicle Inspections, School Bus Inspections, Officer Safety, Safety Blitz.
6. Law Enforcement Branch:
Policing Services _ Policing Services participates in initiatives and/or co-ordinates
Compliance & Regulation - Compliance and Regulation of liquor and lottery/gaming initiatives addresses several individual health and broader social issues. Regulations prohibit the serving of liquor in unlicensed establishments and to individuals under the age at 19 years. Lottery compliance addresses reduced hours of VLT operations, electronic warning banners, lottery play by minors, and phase-out of VLT's from non-liquor establishments.
Note that the Department of Health and Wellness provides a gambling addiction program, strategically geared at the potential of people becoming problem gamblers and at those who are problem gamblers.
7. Sheriff/Coroner Branch _ Holds inquests to draw public attention to the contributing causes of sudden and unexpected deaths and to make recommendations directed toward the avoidance of death in similar circumstances.
8. NB Safety Code Services _ Safety Code Services is a Special Operating Agency that ensures that potentially hazardous electrical, mechanical and pressurized systems do not pose an undue risk to the public (electrical, plumbing, boiler and pressure vessel, and elevators).
9. Community Safety and Crime Prevention _
New Brunswick Safer Communities Program: The New Brunswick Safer Communities Program involves building partnerships between all levels of government, the volunteer sector, business and the law enforcement community, to achieve safer communities.
Community Safety and Crime Prevention Week: The objective of the activities during this week is to educate the general public about community safety and crime prevention measures, and encourage police to participate in crime prevention activities and programs.
Convenience Store Owners Project: In 1999-2000, the Department of Public Safety, in co-operation with the NB Association of Convenience Store Owners, the Canadian Federation of Independent Business, the NB Association of Chiefs of Police, and the RCMP, developed a program to aid convenience store operators and to protect their businesses.
Community Mobilization Program: The Community Mobilization Program, a federal funding program, was launched in June 1998 to help communities develop sustainable approaches to crime prevention and undertake activities that deal with the root causes of crime through a social development approach. The key goals of the Community Mobilization Program are:
· to increase the development of broad, community-based partnerships that can deal with local crime prevention issues;
· to increase public awareness of and support for crime prevention; and
· to increase the capacity of diverse communities to deal with crime and victimization.
