During Statements by Ministers, leave was granted for Hon. Mr. Blaney to make a lengthy statement.

During Statements by Members, Mr. Speaker advised the House that Members should avoid using Statements by Members as a vehicle for naming persons who are not Members of the House and therefore have no opportunity to respond.

Mr. Speaker cited Beauchesne's Parliamentary Rules & Forms, 6th Edition, at pages 111 and 151 respectively, as follows:

375. Members have been cautioned to try to avoid using statements as a vehicle for naming persons who are not Members of the House and thus have no opportunity to respond to negative comments. Debates, August 20, 1987, p. 8246.

493. (4) The Speaker has cautioned Members to exercise great care in making statements about persons who are outside the House and unable to reply.

Mr. Speaker cautioned Members to avoid entering into debate during a Member's Statement and to avoid making personal attacks on other Members.

Mr. Speaker called to order Ms. Weir, the Member for Saint John Harbour, requesting that the Member use the proper forum for Introduction of Guests and Congratulatory Messages.

Mr. Speaker called to order Mr. Volpé, Member for Madawaska-les-Lacs, for the use of certain unparliamentary remarks.

During Oral Questions, Mr. Speaker cautioned Hon. Mr. Valcourt to avoid debate during question period. Mr. Speaker stated that questions should have a short preamble and there should be no preamble on supplementary questions.

And after some time, Mr. Speaker cautioned Members to refrain from commenting on the absence of Members from the House.

Government Motions re Business of House

Hon. Mr. Frenette announced the government's intention to go into Committee of Supply to consider the estimates of the Department of Economic Development and Tourism, followed by those of the Department of Natural Resources and Energy.

Second Reading

The following Bill was read the second time and orered referred to the Committee of the Whole House:

Committee of Supply

The House according to Order, resolved itself into a Committee of Supply with Mr. O'Donnell in the Chair.

And after some time, leave was granted to vary the hours of sitting to allow the Committee to sit through the noon recess in order to continue deliberations.

And after some further time spent in Committee of Supply, Mr. Speaker resumed the Chair and Mr. O'Donnell, the Chairman, after requesting that Mr. Speaker revert to Presentations of Committee Reports, reported that the Committee had made some progress in the consideration of the matters referred to them, had passed several items and asked leave to sit again.

Pursuant to Standing Rule 78.1, Mr. Speaker put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.

The following are the items reported:

MAIN ESTIMATES - ORDINARY ACCOUNT

1996 - 1997

DEPARTMENT OF ECONOMIC DEVELOPMENT AND TOURISM

Resolved, That there be granted to Her Majesty a sum not exceeding $33,523,300 to defray the expenses of the Ordinary Account program allocations of the Department of the Economic Development and Tourism for the fiscal year ending the 31st day of March, 1997.

LOANS AND ADVANCES

Voted, supply in the following amount to defray the expenses of the following programs:

17 72 Economic Development Act 45,000,000

GENERAL GOVERNMENT

Voted, Supply in the following amounts to defray the expenses of the following programs:

32 24 Property Tax Assessment Provision 4,093,900

The said items were concurred in by the House.

Committee of Supply

The House according to Order, resolved itself into a Committee of Supply with Mr. O'Donnell in the Chair.

At 2.15 o'clock p.m., as agreed, the Chairman declared a 30-minute recess and left the Chair to resume again at 2.45 o'clock p.m.

The Committee resumed with Mr. O'Donnell in the Chair.
