Prayers.

Government Motions re Business of House

It was agreed by unanimous consent that the House recess until 2 o'clock p.m., for the budget presentation.

The Speaker declared a recess at 1.05 o'clock p.m.

2 o'clock p.m.

Mr. Speaker resumed the chair.

The House observed a moment of silence to pay tribute to the late Cyril B. Sherwood, Progressive Conservative Member of the Legislative Assembly for Kings County from 1952 to 1974; Leader of the Official Opposition from 1960 to 1966 and a member of the Senate of Canada from 1979 to 1990.

Government Motions re Business of House

Hon. Mr. Frenette announced that it was the intention of the government that third reading of Bills 17, 18, 19, 20, 21 and 22 be deferred and that, with the exception of Bill 23, Bills 24, 25 and 26 be read a second time today.

Message from His Honour the Administrator

Hon. Mr. Blanchard, Minister of Finance, delivered to Mr. Speaker a Message from His Honour, the Administrator, and the said Message was read by Mr. Speaker, all the Members standing, and is as follows:

December 10, 1996.

His Honour the Administrator transmits the Main Estimates for the fiscal year ending March 31, 1998 which include the estimates of the sums required for the services of the Province, not otherwise provided for, for the year ending March 31, 1998, and in accordance with the provisions of the Constitution Act, 1867, recommends these Estimates to the House.

On motion of Hon. Mr. Blanchard, seconded by Hon. Mr. McKenna,

RESOLVED, that the portion of the Speech of Her Honour the Lieutenant-Governor which refers to the Public Accounts, Estimates and Expenditures be referred to the Committee of Supply.

The following Bills were read the second time and ordered referred to the Committee of the Whole House:

Bill 24, An Act to Amend the Gasoline and Motive Fuel Tax Act.

Bill 25, An Act to Amend the Revenue Administration Act.

Bill 26, An Act to Amend the Employment Standards Act.

Government Motions

Pursuant to Notice of Motion 61, Hon. Mr. Blanchard moved, seconded by Hon. Mr. McKenna:

THAT this House approves in general the budgetary policy of the government.

And the question being put, Hon. Mr. Blanchard proceeded to deliver the Budget Speech.

On motion of Hon. Mr. Valcourt, the consideration thereof was adjourned over.

Government Motions re Business of House

Mr. Speaker, at the request of Hon. Mr. Frenette, reverted to Government Motions for the Ordering of the Business of the House.

On motion of Hon. Mr. Frenette, seconded by Hon. Mr. McKenna,

RESOLVED, that consideration of the motion on the budgetary policy of the government be resumed on Thursday next and then added to the Orders of the Day until such time as it is dispatched.

And then, 3.29 o'clock p.m., the House adjourned.
