Government Motions re Business of House

Hon. Mr. Frenette announced that today the Order of Business would be conclusion of the Budget Debate, second reading of Bills 31 and 32, and further consideration of Bill 23 in the Committee of the Whole House.

The following Bills were read the second time and ordered referred to the Committee of the Whole House.

Bill 31, Special Appropriation Act 1996 (2).

Bill 32, An Act to Amend the Industrial Relations Act.

Budget Debate

The Order of the Day for resuming the adjourned debate on the Motion (Motion 61) THAT this House approves in general the budgetary policy of the government, having been read,

Government Motions re Business of House

Mr. Speaker, at the request of Hon. Mr. Frenette, reverted to Government Motions for the Ordering of the Business of the House.

Hon. Mr. Frenette announced that it was the intention of the government that the House resolve itself into a Committee of the Supply to be granted to Her Majesty forthwith.

Committee of Supply

The House, according to Order, resolved itself into a Committee of Supply with Mr. O'Donnell in the chair.

And after some time spent therein, Mr. Speaker resumed the chair and Mr. O'Donnell, the Chairman, after requesting that Mr. Speaker revert to Presentations of Committee Reports, reported that the Committee, proceeding in the matter under consideration, had passed the following resolution:

RESOLVED, that Supply be granted to Her Majesty.

And he was directed to ask leave to sit again.

Mr. O'Donnell moved, seconded by Hon. Mr. McKenna,

THAT the House does concur with the Committee of Supply in its report and agrees in its resolution that Supply be granted to Her Majesty.

And the question being put, it was resolved in the affirmative.

Government Motions re Business of House

Mr. Frenette requested that Mr. Speaker revert to Government Motions for the Ordering of the Business of the House.

On motion of Hon. Mr. Frenette, seconded by Hon. Mr. McKenna,

RESOLVED, that consideration of Estimates in Committee of Supply be added to the Orders of the Day until such time as they are dispatched.

Committee of the Whole

The House resolved itself into a Committee of the Whole with Mr. O'Donnell in the Chair.

And after some time, Mr. Chairman declared it to be 12.30 o'clock p.m. and left the chair, to resume again at 2 o'clock p.m.

2 o'clock p.m.

Mr. Chairman resumed the Chair.

During consideration of Bill 23, An Act to Amend the Municipal Assistance Act, Mr. Robichaud proposed the following amendment:

AMENDMENT

That Bill 23, An Act to Amend the Municipal Assistance Act, be amended:

By striking out section 17.

And the question being put, a debate ensued.

And the debate being ended, and the question being put, the amendment was negatived on the following recorded division:

And the Committee asked leave to make a further report.

Pursuant to Standing Rule 78.1, Mr. Speaker then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.

Mr. Frenette requested that Mr. Speaker revert to Government Motions for the Ordering of the Business of the House and announced that it was the intention of the government that the House resolve itself into a Committee of Supply.

The House according to Order, resolved itself into a Committee of Supply with Mr. MacDonald in the chair.

And after some time, Mr. Speaker resumed the chair and Mr. MacDonald, the Chairman, after requesting that Mr. Speaker revert to Presentations of Committee Reports, reported that the Committee had had under consider-ation the matters referred to them, had made some progress therein, and asked leave to sit again.

Pursuant to Standing Rule 78.1, Mr. Speaker then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.
