Prayers.

Message from Lieutenant-Governor

Hon. Mr. Blanchard, Minister of Finance, delivered to Mr. Speaker a Message from Her Honour the Lieutenant-Governor, and the said Message was read by Mr. Speaker, all the Members standing, and is as follows:

Fredericton, N.B.

January 27, 1999.

The Lieutenant-Governor transmits the Supplementary Estimates 1998-1999 of the sums required for the services of the Province, not otherwise provided for, for the year ending March 31, 1999, and in accordance with the provisions of the Constitution Act, 1867, recommends these Estimates to the House.

During Statements by Members, Mr. Speaker advised Mr. Volpé that the word "racist" made during his statement was unparliamentary and requested that Mr. Volpé withdraw the word, which he did.

At the conclusion of the period for Oral Questions, Mr. Speaker referred Members to Standing Rule 41(2) which states:

41(2) An oral question and the answer thereto shall be concisely and clearly put without argument or opinion and shall refer only to a matter which may reasonably be assumed to be within the present knowledge of the Minister.

Mr. Speaker advised that by convention generous latitude is given to the Leader of the Opposition and the Premier during Question Period which is not extended to other Members.

Mr. Speaker suggested that the Standing Committee on Procedure may want to look at a method of allowing for more vigorous debates, as witnessed in Question Period today.

Notices of Motions

Mr. Mesheau gave Notice of Motion 102 that on Tuesday, February 9, 1999 he would move the following resolution, seconded by Mr. Green:


That an address be presented to Her Honour the Lieutenant-Governor praying that she cause to be laid upon the table of the House any and all information regarding loans, grants, or forgivable loans provided by the province of New Brunswick and any of its departments to Adeem Sportswear Ltd. from 1997 to and including January 1999.

Government Motions re Business of House

Hon. Mr. Byrne announced that it was the intention of the government that following second reading of Bills, the House would resolve itself into a Committee of Supply to consider the estimates of the Departments of Economic Development, Tourism, and Culture, and Natural Resources and Energy.

Third Reading

The following Bills were read a third time:

Bill 15, An Act to Amend the Tobacco Sales Act.
Bill 16, An Act to Amend the Marriage Act.
Bill 17, An Act to Amend The Residential Tenancies Act.

Ordered that the said Bills do pass.

Second Reading

The following Bills were read the second time and ordered referred to the Committee of the Whole House:

Bill 21, An Act to Amend the Corrections Act.
Bill 22, An Act to Amend the Residential Property Tax Relief Act.

Committee of Supply

The House, according to Order, resolved itself into a Committee of Supply with Mr. Flynn in the chair.

And after some time, Mr. McAdam took the chair.

And after some time, Mr. Flynn resumed the chair.

And after some futher time, the Chairman declared it to be 12.30 o'clock p.m., and left the chair, to resume again at 2 o'clock p.m.


2 o'clock p.m.

The Committee resumed with Mr. Flynn in the chair.

And after some time, Ms. de Ste. Croix took the chair.

And after some further time spent therein, Mr. Speaker resumed the Chair and Ms. de Ste. Croix, the Chairman, after requesting that Mr. Speaker revert to Presentations of Committee Reports, reported that the Committee had made some progress in the consideration of the matters referred to them and asked leave to sit again.

Pursuant to Standing Rule 78.1, Mr. Speaker then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.

And then, 6.08 o'clock p.m., the House adjourned.
