Prayers.

The Honourable the Premier paid tribute to the memory of the late John B. M. Baxter, Progressive Conservative Member of the Legislative Assembly for the constituency of Kings (1963-1978), and Kings West (1978-1987).

At 1.11 o'clock p.m., Mr. Speaker declared a recess.

2.30 o'clock p.m.

Mr. Speaker resumed the chair.

Hon. Mr. Betts, Minister of Finance, delivered to Mr. Speaker a Message from Her Honour the Lieutenant-Governor, and the said Message was read by Mr. Speaker, all the Members standing, and is as follows:

March 28, 2000.

Her Honour the Lieutenant-Governor transmits the Main Estimates for the fiscal year ending March 31, 2001, which include the estimates of the sums required for the services of the Province, not otherwise provided for, for the year ending March 31, 2001, and in accordance with the provisions of the Constitution Act, 1867, recommends these Estimates to the House.

On motion of Hon. Mr. Betts, seconded by Hon. Mr. Lord,

RESOLVED, that the portion of the Speech of Her Honour the Lieutenant-Governor which refers to the Public Accounts, Estimates and Expenditures be referred to the Committee of Supply.


It was agreed by unanimous consent that third reading of Bills 21, 22, 30, and 31 standing on the Order and Notice Paper be deferred until Wednesday, March 29, 2000.


Pursuant to Notice of Motion 77, Hon. Mr. Betts moved, seconded by Hon. Mr. Lord:

THAT this House approves in general the budgetary policy of the government.

And the question being put, Hon. Mr. Betts proceeded to deliver the Budget Speech.

On motion of Mr. Richard, the further consideration thereof was adjourned over.


Mr. Speaker, at the request of Hon. Mr. Green, reverted to Government Motions for the Ordering of the Business of the House.

On motion of Hon. Mr. Green, seconded by Hon. Mr. Lord,

RESOLVED, that consideration of the motion on the budgetary policy of the government be resumed on Thursday next and then added to the Orders of the Day until such time as it is dispatched.


And then, 3.52 o'clock p.m., the House adjourned.
