Daily Sitting 30

Wednesday, April 12, 2000.

10 o'clock a.m.

Prayers.

During Oral Questions, Mr. Speaker requested that Mr. C. Thériault withdraw the term "mislead the House." Mr. Thériault apologized to the House and withdrew the remark.


Hon. Mr. Green announced that it was the intention of government that the House resolve itself into a Committee of the Whole to consider legislation; namely, Bills 33 and 28; following which the House would resolve itself into a Committee of Supply to consider the estimates of the Department of Education and, time permitting, the House would resume the adjourned debate on Motion 105.


The House resolved itself into a Committee of the Whole with Mr. Bernard in the chair.

After some time, due to the unavoidable absence of Mr. Speaker, Mr. Ashfield, the Deputy Speaker, took the chair as Acting Speaker and Mr. Bernard, the Chairman, after requesting the Acting Speaker revert to the Order of Presentations of Committee Reports, reported:

That the Committee had directed him to report the following Bill as agreed to:

Bill 33, An Act to Amend the Prescription Drug Payment Act.

And that the Committee had directed him to report the following Bill as amended:

Bill 28, An Act to Amend the Assessment Act.

And the Committee asked leave to make a further report.

Pursuant to Standing Rule 78.1, Mr. Ashfield, the Acting Speaker, then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.


The House, according to Order, resolved itself into a Committee of Supply with Mr. Bernard in the Chair.

And after some time, the Chairman declared it to be 12.30 o'clock p.m., and left the chair, to resume again at 2 o'clock p.m.

2 o'clock p.m.

The Committee resumed.

And after some time spent therein, Mr. Ashfield, the Acting Speaker resumed the chair, and Mr. Bernard, the Chairman, after requesting that the Acting Speaker revert to Presentations of Committee Reports, reported that the Committee had made some progress in the consideration of the matters referred to them and asked leave to sit again.

Pursuant to Standing Rule 78.1, Mr. Ashfield, the Acting Speaker, then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.


Prior to the resumption of the debate on Motion 105, Mr. Ashfield, the Acting Speaker advised that House that it had been drawn to his attention by the Clerk that Motion 105 as presented did not accurately reflect the instructions received for changes to the sitting hours, that the motion contained a typographical error and should be corrected to read that the sitting hours for Friday are 10.00 a.m. to 12.30 p.m. instead of 8.30 a.m. to 12.30 p.m., and asked the leave of the House to make this change, which was granted.

With leave of the House, Hon. Mr. Green moved, seconded by Hon. Mr. Robichaud, in amendment:

AMENDMENT

That motion 105 be amended by:

Striking out "7.00 p.m. to 10.00 p.m." the second time it appears.

And the question being put, the amendment was carried.

Mr. Acting Speaker then put the question on Motion 105 as amended, as follows:

THAT, notwithstanding Standing Rule 29(1), the time for the daily meeting and sitting of the Assembly shall be as follows:

Tuesday 1.00 p.m. to 6.00 p.m.
7.00 p.m. to 10.00 p.m.
Wednesday 10.00 a.m. to 12.30 p.m.
2.00 p.m. to 6.00 p.m.
Thursday 1.00 p.m. to 6.00 p.m.
7.00 p.m. to 10.00 p.m.
Friday 10.00 a.m. to 12.30 p.m.
2.00 p.m. to 6.00 p.m.

That this Special Order shall come into effect on the first sitting day following the conclusion of the Budget Debate and shall remain in effect until such time as the House has concluded its consideration of the estimates in the Committee of Supply.

And the question being put, Motion 105 as amended was carried.


Hon. Mr. Green announced that it was the intention of the government that the House would proceed to consideration of the estimates of the Department of Finance at the next day's sitting.


And then, 5.51 o'clock p.m., the House adjourned.
