10 o'clock a.m.

Prayers.

Mr. McGraw, the Member for Centre-Péninsule, laid upon the table of the House a petition on behalf the Association des accidentés du travail du Nord-Ouest Inc., urging the government to conduct an inquiry with respect to case managers, the Grand Bay hospital facility, doctors and technical treatment teams, and the proposed changes to workplace safety. (Petition 1)


The following Bills were introduced:

Bill 11, An Act to Amend the All-Terrain Vehicle Act.

By Hon. Mr. Lord,
Bill 12, An Act to Amend the Regional Development Corporation Act.

Ordered that the said Bills be read the second time at the next sitting.


Mrs. Mersereau gave Notice of Motion 27 that on Thursday, November 30, 2000, she would move the following resolution, seconded by Mr. Richard:

That an address be presented to Her Honour the Lieutenant-Governor, praying that she cause to be laid upon the table of the House a list of persons who accompanied the Minister of Family and Community Services on his recent trip to France as well as copies of the respective expense accounts of the minister and every other person, including all travel expenses, and a list of meetings and/or visits which took place during this trip.


Hon. Mr. Green announced that it was the intention of government that following third reading, the House would resolve itself into a Committee of the Whole to consider legislation; namely, Bills 10 and 4.


The following Bills were read the third time:

Bill 2, An Act to Amend the Emergency Measures Act.
Bill 3, An Act to Amend the Land Titles Act.
Bill 7, An Act to Amend the Workers' Compensation Act.
Bill 8, An Act to Amend the Workplace Health, Safety and Compensation Commission Act.
Bill 9, An Act to Amend the Workers' Compensation Act.

Ordered that the said Bills do pass.


The House resolved itself into a Committee of the Whole with Mr. Ashfield in the chair.

And after some time, it was agreed by unanimous consent to recess at 12.30 o'clock p.m. and to resume at 1.30 o'clock p.m. instead of 2 o'clock p.m.

And after some further time, the Chairman declared it to be 12.30 o'clock and left the chair, to resume again at 1.30 o'clock p.m.

The Committee resumed with Mr. Ashfield in the chair.

During consideration of Bill 10, Special Payment to Certain Dependent Spouses of Deceased Workers Act, Mrs. Mersereau moved the following amendment to section 2:

AMENDMENT

By adding after subsection 2(2) the following:

2(3) A person who meets the eligibility requirements set out in section 3 shall, in addition to the payment payable under subsection (1), be entitled to such benefits as are payable under the Act to a dependent spouse of a deceased worker, commencing on the 1st day of January, 2001.

And the question being put, a debate ensued.

In paragraph 3(1)(d), by striking out "September 30, 2001" and substituting "September 30, 2003".

And the question being put, a debate ensued.

And after some further time spent in Committee of the Whole, due to the unavoidable absence of Mr. Speaker, Mr. Ashfield, the Deputy Speaker, took the chair as Acting Speaker, and Mr. Carr, the Acting Chairman, after requesting the Acting Speaker revert to the Order of Presentations of Committee Reports, reported:

That the Committee had directed him to report progress on the following Bill:

Bill 10, Special Payment to Certain Dependent Spouses of Deceased Workers Act.

And the Committee asked leave to make a further report.

Pursuant to Standing Rule 78.1, Mr. Speaker put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.


And then, 6 o'clock p.m., the House adjourned.
