Board members
Haley Flaro - Board Chair
Haley Flaro has more than 25 years of management and administration experience in non-profit and community-based sectors. She has been Ability New Brunswick’s Executive Director since 2006, leading Ability NB in its mandate to lead public policy development and service excellence for persons living with a mobility disability. Haley is a community builder, a published author, a passionate researcher for social policy and community-based research initiatives, as well as a dedicated advocate for persons living with a mobility disability. She also founded New Brunswick’s only accessibility review service – Accessible NB.
Dana Pack - Board member
After completing a Bachelor of Science in Computer Science and Applied Mathematics at Memorial University, Dana started his working life as a technical specialist, working in software development, technical training and technical writing. He gained an additional set of skills in navigating accessibility barriers as he developed his career while experiencing relapsing remitting MS. As an Master of Education Student at the University of New Brunswick, Dana used a range of tools to access written materials, learning about assistive technology first-hand. He has since worked as an instructional designer and taught in a wide range of settings including the New Brunswick Community College, international online instruction and introducing science to students in kindergarten to Grade 5.
In his role as CNIB Program Lead (Fredericton), Dana uses his technical knowledge, education expertise and lived experience to assist blind and visually impaired people get the most out of everyday technology such as computers and phones.
Daphne Enns - Board member
Daphne Enns is an artist with a Bachelor’s Degree in Interior Design and was a graduate student at the Institute of Feminist and Gender Studies, University of Ottawa, where her research was situated in Disability Studies. Daphne was Chair of the Arts Accessibility Network in Manitoba and has been an active volunteer and advocate in the field of accessibility.
Dave Stonehouse - Board member
Dave Stonehouse is Founder & CEO of The Stonehouse Agency, a public relations consultancy in Saint John. A strategic thinker, Dave has served as a trusted communications adviser to leaders and organizations in both the public and private sectors.
His move to strategic communications a decade ago followed a 25-year career as a nationally award-winning journalist. He wrote for publications across Canada, including the Globe & Mail, Ottawa Citizen, National Post and Maclean’s, and served as Managing Editor of the Telegraph-Journal.
Dave, who has cerebral palsy, believes in the transformative power of inclusive communities. He has served as President and Chair of the Board for L’Arche Saint John, one of nearly 160 L’Arche communities around the world serving adults with intellectual disabilities and their families.
Jake Reid - Board member
Jake Reid is a senior non-profit leader with over 30 years experience in the sector. He is the current Executive Director of Inclusion NB, a provincial organization leading the creation of opportunities for individuals with an intellectual or developmental disability and their families to live full and valued lives in all aspects of society. He has previously held leadership roles with the NB Pharmacists’ Association, Diabetes Canada, and Easter Seals.
Jake continues to volunteer his time to community organizations, including Special Olympics New Brunswick and Camp Rotary, a summer camp for youth and adults living with disabilities.
Residing near Fredericton with his wife and two children, he is a graduate of the University of New Brunswick with an undergraduate degree from the Faculty of Kinesiology, and a Master of Business Administration.
Kailha Winter-Smith - Board member
Kailha Winter-Smith is an Assistive Technologist at UNB and has a bachelor’s degree in Disability Studies and post graduate specializing in Assistive Technology. She is owner and co-founder of Fostering Closet NB, which provides clothing and other items to foster families. She is a Commanding Officer for Canadian Armed Forces working with the Canadian Cadet Program where she delivers youth programs. Kailha has extensive experience serving on boards including Opal Family Services, FASD Fredericton and Autism Connections. She also represents Indigenous people on the National Diversity and Inclusion Group for the Cadets Canada. The path she has chosen to partake is influenced by her lived experience supporting her family, and as a person who identifies as someone with a disability.
Louise Tardif - Board member
Louise Tardif is a senior advisor on equity, diversity, and inclusion at Collège communautaire du Nouveau-Brunswick. She holds a Master of Arts Degree in Conflict Studies from the University of Ottawa and Saint Paul University. Louise was a patient partner in research on the needs of Autistic adults in the Maritimes. Louise was also an advisor for the Autism Mental Health Literacy Project funded by the Public Health Agency of Canada and has shared her lived experiences as an Autistic person at various conferences. Passionate about creating supportive neuro-affirming communities for neurodivergent individuals, she is also a certified peer support worker from the University of Montreal.
Randy Dickinson - Board member
Randy served as Executive Director of the Canadian Rehabilitation Council of the Disabled, now known as Easter Seals New Brunswick. He was the first Executive Director of the Premier’s Council on Disabilities, which he also chaired. He was Executive Director of the Premier’s Council on Health strategy and Executive Director of the Canadian Paraplegic Association. Randy has also served as Chairperson of the New Brunswick Human Rights Commission and been a City Councillor for Fredericton.
Randy has sat on many committees and boards, including Co-Chair of New Brunswick Disability Awareness Week; New Brunswick Health Council; the John Wood Foundation; the Age Friendly Community Advisory Committee for Fredericton; New Brunswick Association for Supported Employment; York Sunbury Search and Rescue; New Brunswick Social Policy Research Network; provincial and national board member of the Canadian Association of Occupational Therapists; the Canadian Physiotherapy Association; the National Forum on Health and the Rick Hansen Foundation Research Grant Committee.
He has contributed to the development and passage of the New Brunswick Accessibility Act and the development of the federal Accessible Canada Act.
Randy was named to the Order of Canada in 1999 and to the Order of New Brunswick in 2022.
Rhonda Rubin - Board member
Rhonda Rubin (Ph.D.) is a speech-language pathologist, clinical educator and mentor, and published author. Rhonda has a Doctor of Education in Psychopedagogy, a Master of Education in School Administration, Leadership and Supervision, a Master of Science in Human Communication Disorders and a Bachelor of Science in Psychology. Rhonda has held leadership roles on many boards, including Easter Seals New Brunswick, Easter Seals Canada, Learning Disabilities Association of New Brunswick, Learning Disabilities Association of Canada, the Autism Resource Centre-Moncton and provincial and national speech-language pathology and audiology professional associations. Rhonda's personal values of integrity and service fuel her passion for addressing important issues. She is eager to contribute her knowledge and experience to support the Board's mission.
Ryan Oulton - Board member
Ryan Oulton is a high school principal with two Masters of Education degrees in Administration & Leadership and Curriculum &Instruction, with a focus on inclusive education from St. Francis Xavier University. In his role he supports and advocates for students with learning, cognitive and intellectual disabilities, inside and outside school. He continues to advocate for equitable education for all marginalized groups.
