Motor vehicle dealer licence

Dealer licences are required by dealers of the following: new motor vehicles, used motor vehicles, motorcycles, sub-dealer and wrecker dealers.

Dealer categories

  • New motor vehicle dealer: Must be an authorized agent of a manufacturer and sell at least 15 vehicles annually.  
  • Sub-dealer: Requires a certification letter from a licensed dealer and must sell 15 vehicles yearly to remain licensed.  
  • Used motor vehicle dealer: Must meet dealer qualifications and sell at least 15 vehicles annually.  
  • Wrecker dealer: This type of dealer focuses on dismantling vehicles for parts resale; it requires dismantling at least 15 vehicles annually but does not permit selling vehicles to the public.  
  • Motorcycle dealer: Covers sales of new or used motorcycles and must sell 15 vehicles yearly.  
  • Transit dealer: Includes heavy equipment, farm machinery, semi-trailers and trailers; must sell 15 units annually.  
  • All-terrain dealer: For off-road vehicles such as ATVs and snowmobiles, exempt from employing mechanics or filing a $10,000 security bond. 

Application requirements

  • an established place of business is mandatory 
  • applicants need to show business integrity, financial standing and capability to operate as a dealer 
  • certified mechanics or contracts with licensed establishments for repairs may be necessary 
  • submission of a $10,000 security bond is required for most dealer types, except All-Terrain Dealers  
  • zoning approval from municipal or provincial authorities is mandatory

Application for a dealer's, sub-dealer's, used motor vehicle dealer's, motorcycles or wrecker's licence must be made on a form provided and must contain:

  • name and address of the applicant
  • if the applicant is a partnership, the name and address of each partner
  • if the applicant is a corporation, the names of the principal officers of the corporation
  • location where business is going to be conducted
  • nature of such business
  • zoning approval from authority having jurisdiction over area in which premises is situated
  • other information as may be required by the Registrar of Motor Vehicles

A Motor Vehicle Inspector will perform a site visit to ensure that the site complies with standards. Upon receiving application and verifying that all requirements have been met, a licence will be issued to the applicant that is valid up to and including December 31 of each year.

  • all applications will be verified 
  • dealers not licensed as vehicle inspection stations must contract with a licensed station for inspections  
  • wrecker dealers cannot purchase dealer plates
