Overview
Through its Provincial-Municipal Highway Partnership (PMHP) Program, the Department of Transportation and Infrastructure, will partner with local governments in New Brunswick to share eligible costs of maintaining provincial-municipal highways located within local governments boundaries.
Provincial highways in local governments fall within two categories:
- The Provincial-Municipal Highway Partnership (PMHP) Program was created to provide financial assistance to local governments for capital upgrades to provincial-municipal highways (excludes bypass highways). Over 1,400 km of provincial-municipal highways are eligible for funding under the program.
- Provincial highways located within the post local governance reform boundaries, that were previously not within a local government will continue to be owned, maintained and funded by the Department of Transportation and Infrastructure.
Eligibility
To be considered for funding, all proposed projects must contribute to maintaining or rehabilitating a provincial-municipal highway in a local government. Upgrading projects will also be considered but are not considered a priority.
Eligible items
Eligible items that will be considered under the program include:
- highway resurfacing (asphalt paving, chip seal, including manhole adjustments)
- highway preservation (micro surfacing)
- drainage (erosion control, culvert, storm sewer, ditching)
- curb and gutter, traffic island, traffic control median
- restoration behind the curb and up to the sidewalk or top of ditch
- utility moves because of another eligible item
- line painting after resurfacing
- engineering services fees for eligible items
- highway upgrading and reconstruction, including turning lanes, widening will be considered on a case-by-base basis
Please, discuss the merits of your highway upgrading or reconstruction project and the eligible items ahead of your submission by sending an email to [email protected]. In some cases, a traffic study may be required.
Non-eligible items
The program will not fund:
- routine maintenance
- water main, sanitary sewer and all additional work required as a result
- sidewalks and restoration behind the sidewalk
- traffic signals and street lighting
- beautification and trees
- property appraisal and acquisition
- active transportation improvements, including trails, bike lanes and wide shoulders
- all items and improvements above and beyond the Department of Transportation and Infrastructure Typical Cross Sections
- all work on adjacent local government streets and private properties
- other costs that the department does not consider critical to the asset’s lifecycle
Criteria
The criteria by which proposed projects will be evaluated under the program include:
- safety risk to the public
- funding history
- project aligns with the department Pavement Management System
- condition and age of the asset
- drainage issues
- leverage of funds, including local government contribution
- readiness of the project
- improvements to the movement of traffic
Note: Projects with excessive costs will be least likely to be funded due to program funding levels. For large projects, consider separating your project into phases.
Apply
To ensure that your application is completed properly and considered for funding, make sure to:
- complete the application form (PDF 433 KB), including schedules A, B and C, and ensure they are signed by the local government
- download the excel sheet for Schedule B (Excel, 49 KB)
- include the work location and project limits, using intersections or civic numbers
- provide the total approximate length of the work
- submit estimated costs for each project, covering engineering, design, construction and construction management for eligible items
- clearly identify non-eligible items and provide cost estimates for them
- incorrect or incomplete information, or failure to account for non-eligible items, may result in rejection
- submit your application as early as possible to allow time for corrections before the deadline if necessary
All three-year Provincial-Municipal Highway Partnership Plans must be submitted to [email protected].
After approval
Tendering process
The tender package for construction can be submitted to [email protected] before tendering. This includes stamped Issue for Construction (IFC) drawings and specifications.
Construction
The department must be informed in advance of any changes to the Statement of Work to support the maintenance of asset management records and the Capital Investment Plan. Requests to modify project limits, reallocate funding, swap projects or make other adjustments must be submitted in a timely manner. Requests made after the work is completed will be rejected.
Invoicing requirements
Invoicing can be submitted to [email protected] as soon as the local government receives a claim from the consultant or contractor. The final deadline for submission is March 31. Invoices need to include the following information:
- Department of Transportation and Infrastructure, Design Branch
- your address
- invoice number
- project number
- total amount (eligible items, before holdback, before tax)
- contributions from the Department of Transportation and Infrastructure
- non-recoverable HST (4.286%)
- total invoice amount
- detailed invoices from the contractor and consultant (including change orders and proof of payments)
Note: Engineering fees are prorated based on the eligible item amounts relative to the total project cost.
Requests for non-PMHP priorities
This form can be used by local governments to submit priorities for provincial highway assets which are managed solely by the Department of Transportation and Infrastructure. These requests will be considered along with various other provincial priorities during the development of the Capital Investment Plan. It is important to provide as much detail as possible to ensure the department has a full understanding of the request.
