Overview
The Council of the Federation was created in 2003 by Canada’s Premiers because they believed it was important for provinces and territories to be leaders in matters that are important to all Canadians.
In 2004, the Council of the Federation agreed to recognize achievements in literacy in every province and territory through the Council of the Federation Literacy Award. This award is presented annually in each province and territory. In recognition of its status as Canada’s only officially bilingual province, New Brunswick presents the award to recognize achievement in the province’s anglophone and francophone communities.
In addition to a monetary prize of $150 and a donation of $150 to a New Brunswick non-profit literacy organization (chosen by the recipient’s nominator or self-nominated nominee), the award recipient will receive a Council of the Federation Literacy Award medallion and certificate.

Eligibility
Nominations are invited for individuals who have demonstrated leadership in the field of literacy in New Brunswick. New Brunswick’s 2025 nominations will highlight individuals who have who had a positive impact on their communities by helping fellow New Brunswickers develop their literacy skills.
You can self-nominate or nominate an individual in your community or region who:
- resides in New Brunswick
- consents to their nomination
- has had a positive impact on their community by helping people develop their literacy skills
- has inspired others
- has demonstrated exceptional commitment to literacy development by giving back to the community
How to make a nomination
Nominations must include:
- A nomination form completed and signed by the nominee.
- A personal history document featuring the nominee’s impact on their communities by helping people (should not exceed two (2) typed pages or three (3) legible handwritten pages). It can be written by the nominee or the person making the nomination. It must answer the following questions about the nominee’s experience:
- How has the individual had a positive impact in people’s lives by helping them develop? their literacy skills?
- How has the nominee has inspired others?
- What does the nominee consider to be their most remarkable accomplishments?
- What are some examples of the nominee’s dedication and commitment to improving literacy skills in New Brunswick?
- Two letters of support:
- One letter must be from a person, organization, business, learning institution or government body that can validate the nominee’s contributions and One letter from another person who has been supported and or inspired by the nominee.
- Letters of support should be a maximum of one typed page and should answer the following questions:
- Why does the nominee deserve the award?
- How has the nominee demonstrated leadership in the field of literacy?
- How has the nominee’s contributions impacted literacy development in the province?
- The name and address of the New Brunswick non-profit literacy organization to receive a donation (chosen by the nominator or self-referred).

Nominations will be assessed by a selection committee, made up of literacy representatives from the Departments of Post-Secondary Education, Training and Labour, Education and Early Childhood and representatives from Intergovernmental Affairs.
Past winners, members of the selection committee and their families are not eligible for the Council of the Federation Literacy Award.
