The final report from the comprehensive review of NB Power outlines 50 recommendations to help the province and its public utility achieve its goals.

Overview

The Government of New Brunswick’s Action Plan responds to Fit for the Future – A Comprehensive Review of NB Power, which identified 50 recommendations to strengthen governance, improve performance, support affordability and reliability, and position NB Power to meet New Brunswick’s long‑term energy needs.

Government has carefully reviewed each of the 50 recommendations and determined an appropriate response based on readiness, complexity, dependencies, and the need for further work. As outlined in this Action Plan:

  • 44 recommendations are accepted
  • 6 recommendations require further analysis
  • No recommendations are rejected.

Rather than treating the recommendations as a series of stand‑alone actions, the Action Plan adopts an outcome‑based approach. The 50 recommendations are organized under eight outcomes, reflecting the intended changes they are meant to achieve and helping to ensure implementation is coordinated, realistic, and focused on results. Together, the outcomes address areas such as governance and accountability, First Nations engagement and partnership, legislative and regulatory modernization, NB Power’s core mandate, long‑term energy and electricity planning, organizational performance, major infrastructure delivery, and nuclear operations.

Implementation Approach

Implementation will occur over multiple time horizons. Recommendations are sequenced as Immediate, Short‑Term, Medium‑Term, and Long‑Term based on expected time to completion, complexity, and dependencies. Importantly, this sequencing reflects when actions are expected to be completed, not their level of importance.

  • Immediate: Immediate or minimal action required. Completed within 6 months.
  • Short-term: Actions to be completed in fiscal year 2026-2027
  • Medium-term: Recommendations requiring more time. Completed by the end of either fiscal year 2027-2028 or 2028-2029.
  • Long-term:  Implementation requires significant planning and resources. Completion by 2029-2030 or beyond.
