Overview
The Disaster Financial Assistance program helps residents and communities recover from natural disasters by covering sudden, unexpected, and uninsurable losses. It includes services like water testing, electrical reconnections, and health and safety inspections for safe home re-entry. This program does not pay for any damages or loss that was insured or that could have been covered by an insurance policy. You should contact your insurance company to find out if the damage you suffered is covered by your policy.
Eligible not-for-profit organizations, farms and small businesses can also receive disaster financial assistance for damage to buildings, inventory, equipment and furnishings.
Programs are established on a case-by-case basis when a natural disaster has a defined start and end date and causes:
- the disruption of essential goods and services
- damages to essential infrastructure
- widespread damage to property or the environment
- significant financial burden
Disaster Financial Assistance is a last resort and is meant to re-establish a basic standard of living and operations. Not all emergencies or disasters will result in a DFA program being established.
Eligibility
To be eligible for assistance, damages must be sudden, uninsurable and a direct result of a natural disaster. The assistance covers essential costs only, after insurance and other recoveries, excluding income loss and damage knowingly built in high-risk areas.
Before you apply
If you have any questions while filling out your forms, please call the NBEMO Recovery Services Office at the following toll-free number 1-888-553-8558 between 8:15am – 4:30pm Monday to Friday.
Before you apply, be sure to:
- contact your insurance companies immediately to report damage
- take photos of damage to your homes or properties
- keep receipts of any repairs and replacement purchases
- log the number of hours of work undertaken if you are cleaning your own properties, or family members or those who have assisted in the cleanup of your property
Once you register, a Disaster Financial Assistance package will be mailed to you. Damage assessments will be reviewed, and health and safety inspection teams may be dispatched if required.

How to apply
- Register any property damages online or by calling the damage reporting line 1-888-298-8555.
- Complete an application form:
- Get all the required supporting documents listed under the Required Documentation Appendix in the application forms above.
- Submit your application form and supporting documents by mailing it to:

Note: It is the claimant’s responsibility to attempt to reduce damage by taking necessary steps to save their property where possible. Maintaining accurate records, like date stamped photos, of all damages will help expedite your claim.
Failure to follow the noted steps could affect the outcome of your claim or cause delays in payment of eligible losses.
Hiring a contractor
It is the responsibility of the property owner to make the necessary arrangements for clean-up and repairs. While the use of contractors to perform clean up or repairs is the property owner’s decision, it is strongly recommended that care be taken in choosing a contractor.
The government’s role is only to provide financial assistance in accordance with the guidelines and the property owner should be mindful that it does not necessarily cover all items or the full cost of clean-up or repairs that a contractor may charge.
Claim settlement review
If you disagree with the decision made regarding your Disaster Financial Assistance claim, you may ask to have your claim reviewed by filing a claim settlement review application. The request must be made within 45 days of the date of the letter informing you of the decision of your claim.
Mitigation
Property owners who received financial assistance for structural damage from an approved disaster may be eligible for additional funding to reduce future risks. This may include installing sump pumps or raising utilities. Mitigation funding can cover up to 15% of eligible repair costs and must be approved and verified by NBEMO.
