NBEMO training and exercises

The New Brunswick Emergency Measures Organization (NBEMO) oversees provincial training programs designed to build the knowledge and skills of emergency responders.

Overview

The programs offered by NBEMO help ensure effective emergency and disaster response by teaching practical skills, as well as the roles and responsibilities of both government and non-government agencies during emergencies.

All emergency management partners and stakeholders are encouraged to start with the basic courses to participate in future events. Advanced and specialized courses are available as needed. 

Available courses

Basic level course:

Basic Emergency Management — an online, self-paced course offering a broad overview of planning, operations and coordination during emergencies.

I100 Incident Command System — an online, self-study introduction to the Incident Command System (ICS) designed for individuals assigned to an incident or event. 

I200 Basic Incident Command System  an instructor led class that defines the unique qualities of ICS as an event or incident management system, focusing on the management of single resources. This class provides training for personnel who are likely to assume a supervisory position within the ICS. (individuals must complete I100 as a pre-requisite)

Incident Command System 200 (I-200) online - The online course allows participants to complete ICS 200 (I-200) at their own pace, making it a flexible option for those seeking to build on their foundational knowledge from ICS 100 (I-100)

Please note: 

  • Completion of I-100 is a prerequisite for I-200. 
  • Participants must provide proof of completion (e.g., a copy of their I-100 certificate) when requesting access to the I-200 course.

While the online version is a convenient option, please be aware of the following: 

  • If you plan to pursue ICS 300 (I-300) or higher-level ICS training in the future, you must also complete either: 
    • The full two-day in-person I-200 course, or 
    • one-day in-person component that complements the online I-200 course. 
  • The in-person training includes group work and scenario-based exercises that are required to meet prerequisites for I-300 and advanced ICS courses. 
  • You can register for the online ICS 200 course via the NBEMO training and exercises - gnb.ca at or by emailing [email protected] with a copy of your ICS 100 certificate. 

Advanced level courses:

These courses require Basic Emergency Management and Incident Command System 100 as prerequisites.

Emergency Operations Centre — an advanced level course designed to prepare planners and officials to operate effectively in an Emergency Operations Centre by teaching emergency operations principles, standard procedures and practical organization.

Emergency Communications Course 

Duration: 2 days 

Focus: Media Relations & Media Performance in Emergency Management 
This intensive two-day course provides participants with the essential knowledge and practical skills needed to communicate effectively during emergencies and crises. Emphasis is placed on media relations, public messaging, and managing media performance under pressure. 

Prerequisites: 
Participants must have successfully completed Basic Emergency Management and Incident Command System (ICS) I-100 prior to enrollment.

Incident Command System (ICS)

The Incident Command System is a standardized incident management concept for managing emergencies of any size. It supports a unified response across jurisdictions.

In New Brunswick, NBEMO is the Authority Having Jurisdiction (AHJ). Only provincial or territorial agencies can hold this designation, with one AHJ per province or territory. This role typically falls to the department responsible for emergency management. 

 NBEMO is responsible for:

  •  granting access to the online ICS 100 course
  •  certifying ICS instructors in New Brunswick
  •  ensuring the quality of ICS training delivered in the province
  •  participating in ICS Canada meetings and conferences
  •  overseeing ICS training offered by approved private sector partners
