Message from Lieutenant-Governor

Hon. Mr. Blanchard, Minister of Finance, delivered to Mr. Speaker a Message from Her Honour the Lieutenant-Governor and the said Message was read by Mr. Speaker, all the Members standing, and is as follows:

Fredericton, N.B.

February 13, 1996.

The Lieutenant-Governor transmits the Main Estimates and the Capital Estimates for the fiscal year ending March 31, 1997, which include the estimates of the sums required for the services of the Province, not otherwise provided for, for the year ending March 31, 1997, and the Supplementary estimates 1995-1996 and the Supplementary Capital Estimates 1995-1996, and in accordance with the provisions of the Constitution Act, 867, recommends these Estimates to the House.

On motion of Hon. Mr. Blanchard, seconded by Hon. Mr. McKenna,

Resolved, that the portion of the Speech of Her Honour the Lieutenant-Governor which refers to the Public Accounts, Estimates and Expenditures be referred to the Committee of Supply.


Government Motions

Pursuant to Notice of Motion 18, Hon. Mr. Blanchard moved, seconded by Hon. Mr. McKenna:

THAT this House approves in general the budgetary policy of the government.

And the question being put, Hon. Mr. Blanchard proceeded to deliver the Budget Speech.

On motion of Hon. Mr. Valcourt, the consideration thereof was adjourned over.


Government Motions re Business of House

Mr. Speaker, at the request of Hon. Mr. Frenette, reverted to Government Motions for the Ordering of the Business of the House.

On motion of Hon. Mr. Frenette, seconded by the Honourable the Premier,

Resolved, that consideration of the motion on the budgetary policy of the government be resumed on Tuesday next and then added to the Orders of the Day until such time as it is dispatched.


And then, 3.35 o'clock p.m., the House adjourned.
