10 o'clock a.m.
Mr. Speaker welcomed to the Assembly Vermont Senator William T. Doyle, past Co-Chair of the Council of State Governments Eastern Regional Conference and Mr. Alan Sokolow, Council Director.
During Introduction of Guests and Congratulatory Messages, Hon. Mr. Green rose on a point of order, namely, that the congratulatory statement made by Mr. Richard, the Member for ShediacCap-Pelé, fell outside the guidelines of messages or statements of congratulation and was therefore out of order. Mr. Speaker ruled the point of order well taken.
During Tabling of Documents, Hon. Mr. Green raised a point of order as Mr. Richard rose to table a document, stating that there was a clearly established rule that Private Members were not permitted to table documents. Mr. Speaker ruled the point of order well taken, stating that tabling of documents was reserved for Ministers of the Crown.
The following Bill was introduced and read the first time:

Bill 13, An Act to Amend the Education Act.
Ordered that the said Bill be read the second time at the next sitting.
Hon. Mr. Green announced that it was the intention of the government that the House resolve itself into a Committee of the Whole to consider legislation; namely, Bills 10, 11, 4, 5, and 6.
The House resolved itself into a Committee of the Whole with Mr. Ashfield in the chair.
And after some time, Hon. Mr. Green rose on a point of order stating that Mr. Thériault had used a certain unparliamentary term.
Mr. Speaker requested that the Member withdraw the remark, which he did.
And the debate being ended, and the question being put that the Chairman report Bill 10, Special Payment of Certain Dependent Spouses of Deceased Workers Act, as agreed to, it was carried on the following recorded division:

NAYS - 8
The Chairman declared it to be 12.30 o'clock p.m. and left the chair, to resume again at 2 o'clock p.m.
2 o'clock p.m.
The Committee resumed.
And after some time Mr. Speaker took the chair and Mr. Ashfield, the Chairman, after requesting that Mr. Speaker revert to the Order of Presentations of Committee Reports, reported:
That the Committee had directed him to report the following Bills as agreed to:
Bill 4, An Act to Amend the Family Services Act.
Pursuant to Standing Rule 78.1, Mr. Speaker then put the question on the motion deemed to be before the House, that the report be concurred in, and it was resolved in the affirmative.
And then, 4.06 o'clock p.m., the House adjourned.
